　　《广州市社会医疗保险条例》将于明年1月1日施行，广州市人力资源和社会保障局5日对该条例进行解读时指出，该市将采取“老人老办法，新人新办法”的方式推行新政，即在该条例实施之前已参加职工社会医疗保险的人员，最低缴费年限仍按10年执行；而在该条例实施后首次参保的人员，最低缴费年限将提至15年。

　　广州市人社局表示，目前广州医疗保险基金积累的重要来源之一，是参保人员缴交的一次性过渡性基本医疗保险金，每年按比例计提使用，而按近两年的计缴金额和参保人数计算，现行规定的10年过渡金仅够退休人员使用3年。

　　该局指出，虽然目前广州按照10年的最低缴费年限，医疗保险基金能实现收支平衡、略有结余，但随着人口老龄化的不断发展和人均寿命的延长，退休人员数量将不断增加，医保过渡金积累将不断下降，基金的支付压力将会越来越大。

　　事实上，由于广州居民医保基金存在缺口，该市已于今年上调了居民医保个人缴费标准，此事曾一度引发民意反弹。对于此次政策调整，广州市人社局副局长陈敏解释称，广州已进入老龄化社会，虽然当前医疗保险基金的积累，在相当长的一段时间内可以保证制度的健康运行，但不能因此没有忧患意识。

　　记者了解到，即将实施的条例还提出，在社会医疗保险统筹基金出现收不抵支时，由各级人民政府“兜底”；而为了确保社会医疗保险基金安全、高效运行，广州将设立社会医疗保险公众咨询监督委员会，以保障社会医疗保险政策及其执行的合法性、合理性。(完)
