“上海自贸区和我们国家与其他国家签订的自由贸易区，这两者之间是既有联系又有区别。”姚坚介绍说，上海自由贸易区是近期国家深化改革开放的一个重点内容，是在特定的区域里，自主开放的一个手段。在国际范围内，有关国家和地区也有这样的区域，只是名称不同，比如经济特区、自由经济区、特别经济区等，但是内容都是一个，就是要给这个区域中投资发展企业以贸易便利化、投资便利化，吸引更多的企业在这个园区中投资发展。自由贸易区是国家之间、国家与地区之间经济合作的一个协议，是通过谈判来达到、是互惠的，而对于区外的国别和地区，就不能享受这样的政策。
姚坚表示，我们在上海自由贸易实验区采取的一些尝试性的政策，比如简化工商登记、扩大服务业的开放、投资便利化，投资便利化之中包括负面清单，这些措施都是在自由贸易区谈判之中我们遇到的问题。“如果在上海自由贸易实验区这些政策得到实施，得到企业的认可，我们政府管理的能力和现代化管理水平能够适应，之后我们就会进一步复制和推广。”
目前，我国正在建设18个自贸区，涉及31个国家和地区，已初步构建起横跨东西的周边自贸平台和辐射各洲的全球自贸网络。
专家解读
对外的自贸区有别于国内自贸区
本报讯(记者 孙昌銮)上海财经大学世界经济研究中心主任林珏教授对此解读，商务部这次主要介绍的是对外的自由贸易区建设情况，有别于国内正全力建设的上海自贸区及各地正在申报的自贸区。
自贸区通常指的是国与国之间通过签订自由贸易协定，相互取消绝大部分货物的关税和非关税壁垒，取消绝大多数服务部门的市场准入限制，开放投资，从而促进商品、服务和资本、技术、人员等生产要素的自由流动，实现优势互补，促进共同发展。
“对外的自贸区要涉及到国与国之间的关系，而上海自贸区则不涉及其他国家，主要是为了对外开放。”林珏介绍，如果两个国家之间要建立自贸区，要涉及到两国之间的法律法规的调整，而上海自贸区只涉及到我国单方法律法规的调整和修订。此外，有些国与国之间的自贸区会涉及到劳动力的自由转移、商品的自由交换等，上海自贸区则主要是进出口的问题。林珏解释，与其他国家及地区之间建立自贸区是国际分工的一种表现。
