[李立国]行政区划管理，包括行政区划调整，是国务院的责权，是民政部门的管理和办理职能。这次三中全会《决定》中明确提出要优化行政区划设置，要完善设市标准，严格审批程序，具备行政区划调整的县可以有序改市，这两个提法也可以视为是关于行政区划管理工作和改革的两个决策型意见。在实施上，关键在于具备条件、符合条件，这个“条件”就是要完善设市标准，民政部正在进行调查研究，将在调查研究的基础上，提出对1993年制定的设市标准的修改意见，形成和完善新的设市标准。
概括地说，不是所有的县，也不是多数县能够改市、改区，而是人口密度、经济社会发展水平、城镇集聚的人口，尤其是非农业人口达到城市化的标准，并且各项经济总量指标达到城市化的程度，才构成撤县设市和撤县改区的条件。至于人口集聚规模大的特大镇，有没有可能撤镇设市，按照三中全会《决定》的提法，主要还是对他们下放经济社会管理权限，支持他们更好地发展。
