窦玉沛介绍，做好社会救助工作，具体来说有如下几方面：第一、要编好网，采用法治化的方式来编织困难群众基本生活的安全网。综合构建涵盖最低生活保障、特困人员供养、自然灾害救助以及医疗、住房、教育、就业、临时救助等专项救助在内的制度体系框架。目前我们正在会同有关部门起草这方面的法规，待成熟后公开征求社会意见。
第二、补短板。当前我们在社会救助中的短板，一个是医疗救助，还有一个是临时救助。医疗救助方面，现在存在着救助面过窄、救助水平低，不能从根本上解决患病，特别是患大病的困难群众的医疗问题。
面对这一问题，窦玉沛指出，一是要进一步放宽救助的范围，将目前救助低保、五保家庭放宽到低收入家庭，也包括医疗支出巨大的、使家庭陷入困境的一些支出型贫困家庭。二是适当放宽救助的标准和限制，主要是对病种、用药目录、定点医院等方面适当放宽。三是适度提高救助的标准，提高救助的封顶线和个人承担部分的救助比例。四是要做好与基本医疗保险、大病保险的衔接，发挥各项保障制度的综合合力。五是继续做好一站式即时结算，方便受救助的困难群众就医。
临时救助方面，窦玉沛介绍，有了最低生活保障制度之后，但还有一部分人家庭收入虽然高于最低生活保障线，但是由于家庭因就医、子女上学等刚性支出比较大，称为支出型贫困。还有一些家庭因为临时性、灾难性的情况发生，陷入了临时贫困。还有一些人户分离，包括外出务工不着；寻亲不遇；被偷、被抢等出现的临时性困难，低保制度覆盖不了，民政部正在会同有关部门研究全面建立临时救助制度。
第三、筑网底。最低生活保障就是保基本、兜底线的基础性制度安排。在这个基础上，还要做几件事：一是加快建立居民家庭经济状况核对机制，对申请家庭的房产、车辆、存款、股票等方面进行跨部门、多层次的信息比对。二是建立低保工作绩效考核评价机制。三是要进一步完善低保标准与物价上涨挂钩的联动机制，通过这些方式，进一步筑牢网底。
第四，联好网，将社会救助与其他的社会保障、扶贫开发、慈善事业、扶持就业等制度，使之衔接互动，发挥各项政策的综合效应。
窦玉沛表示，城乡困难家庭确实各有各的不幸。在强化政府制度性、法治性救助的同时，民政部希望慈善组织、志愿者对困难群众开展一些个性化、人性化、关爱型的救助。
