  教育部副部长刘利民:考试招生总体方案制定完成 即将面向全社会公开征求意见


  新华网北京12月5日电(记者吴晶 刘奕湛) 教育部副部长刘利民5日在接受记者采访时表示,根据党的十八届三中全会的部署,教育部已经完成制定考试招生总体方案,即将面向全社会公开征求意见。之后,修改完善,印发实施。


  刘利民说,《中共中央关于全面深化改革若干重大问题的决定》明确考试招生制度改革的顶层设计,是我国教育考试招生制度系统性综合性最强的一次改革,将显著扭转应试教育倾向,为亿万学生提供多样化的学习选择和成长途径,构建衔接沟通各级各类教育、认可多种学习成果的人才成长“立交桥”。


  刘利民向记者透露,在总体方案的框架下,将陆续出台包括小升初、高中学业水平考试、中考和高考改革办法等多个配套实施意见。


  在小学和初中阶段,教育部已制定《关于进一步做好小学升初中免试就近入学工作的实施意见》,即将印发,在合理划定入学范围、有序确定入学对象、规范办理入学手续、全面实施阳光招生、不断减少特长招生、大力推进均衡发展,实行学区化办学等方面对各地提出明确要求。

  针对《决定》提出的“逐步推行普通高校基于统一高考和高中学业水平考试成绩的综合评价多元录取机制”,刘利民说,今后的考试主要要考查学生高中学业完成情况,将分别采用合格和等级方式来呈现考试成绩,不再用百分制,避免“分分计较”。学生也将根据自己的兴趣、志向和优势,自觉选择部分等级性考试科目来参加考试,每一门课程学完即考,“一门一清”,避免毕业时“一次考三年”的压力。


  “我们要创造条件,为学生提供一门课程可以参加两次考试的机会,同时计最好成绩。”他说。


  近年来,高考改革的步伐逐渐加快,民众对综合素质评价能否客观真实的质疑不绝于耳。刘利民说,我们要着重引导学生,积极参加社会实践和志愿服务活动,建立健全信息公示等诚信机制,确保材料真实可靠。


  他还向记者强调,国家要改革统一高考,改革的重要基础,就是统筹高考和高中学业水平考试各自的功能定位。在建立健全高中学业水平考试制度的基础上,减少高考科目,探索不分文理科设置考试科目。探索外语科目一年多次的社会化考试,学生可自主选择考试时间和次数,使外语考试、成绩、表达和使用更加趋于科学合理。
