日前，中纪委监察部网站刊登三中全会《决定》解读文章指出：“推行新提任领导干部配偶子女从业、财产、出国(境)等有关事项公开制度试点，抓紧制定领导干部个人有关事项报告抽查核实办法，加强报告核查结果的运用和违规惩戒力度；建立健全对国家工作人员配偶子女移居国(境)外的管理制度。”
在如何试点、具体怎样操作都没有出台之前，这项制度却在江西抚州市黎川县推行已有三年时间，并被总结为“黎川模式”，有政协委员曾提案在江西全省推广。
“上个月，中组部等部门刚刚组织人员来我们县进行调研，至于中央出台这项决定是否有参照我们的经验，那就不好说了。”江西抚州市黎川县纪委一位负责人告诉21世纪经济报道记者，对于这项制度，他显得“十分自豪”。
民间对“官员公开财产”期盼已久，但相关制度措施迟迟未能出台。显然，这项举措的出台，是中央对解此难题的重要破题之举。被外界视为顺应时代潮流、构建政治文明社会的必要之策。
此前，反腐专家们多次呼吁，制度反腐亟待完善反腐败国家立法。但林喆认为只要完善现有制度的一些关键环节，就可以完全实现官员财产的公开。而这些环节显然并不包括在此次出台的新政策中，日后如何完善官员财产公开还需要很长的道路要走。
黎川模式
黎川县的“新提任领导干部财产公开”制度在当地已经形成了一个共识，群众也对此习以为常，已经少有最初一开始执行的“新鲜感”。
“因为三年来，这已经形成了一种制度，现在少有官员有什么抵触情绪，而老百姓也比较接受了，基本上没有任何反映的问题。”上述黎川县纪委一位负责人告诉21世纪经济报道记者，他对这些制度能够顺利执行三年颇为自豪。
黎川县从2010年开始试点，成为江西首个尝鲜者。“黎川模式”框定申报对象为全县新任科级领导干部官员。申报范围包括工资奖金、住房、私车、存款和贷款情况等12项内容，详细的公示表公开在广场宣传栏，并设立严格监管举措。
据上述负责人介绍，目前，黎川已将这项制度形成常态化机制，并逐渐成熟。截至目前，该县共有近300名新任科级干部公布了个人及家庭财产信息。
其还向21世纪经济报道记者介绍，近期中央组织部曾派调研组来黎川专门调研这项制度的实施情况，对于三中全会出台的“决定”所涉及的相关内容是否与此有关，这位负责人则认为“不无可能”。
领导干部公开的财产是否属实，普遍受到外界的质疑。黎川县推行这项制度之后，却鲜有群众反映不实，上述负责人认为这其中包含两个原因：“一来纪委与组织部严格执行，二来黎川县不大，群众对于财产公开的领导干部都熟悉。”
从黎川的经验来看，在新任科级干部中进行财产公示是比较可行，也是比较易行的。对此，江西有政协委员也曾提案建议在官员财产公示的推广方式上分阶段实施，考虑到实际情况，可先在条件成熟的地方进行试点，选择1~2个设区市以及5~6个县区，先行先试，待时机成熟后，在全省推广。然而官员财产公开，至今仍然没有推广开来。
关键环节缺失
有业内学者认为，前期地方层面对官员财产公开的尝试，由于各地制度要求不一致，加之推行普遍遇到阻力，容易无果而终。
但三中全会的决定显然是要将之前的地方试点上升为全国试点，其意义十分深远。外界似乎看到了官员财产公开“由小到大、由试点到全国”的希望。
“以此为切入口，采取分步骤实施的阶段性制度设计，打破僵局，实现突破，进而从总体上全面改善整体领导干部结构，可以最终推动领导干部财产申报公开制度全面开花结果。” 上海市委党校科研处处长梅丽红教授向21世纪经济报道记者指出。
梅丽红同时指出，在接下来的改革中，需要进一步明确该制度的一些相关措施，这都有待于中央作出更加具体、可操作性的制度规定。
目前试点公开的财产内容主要集中在家庭收入、住房情况、私家车等方面，基本未涉及“礼金”等灰色收入事项。但官员们公开的财产状况，显示其物质生活水平并不高。
官员公示的财产状况是否真实？各试点地区的纪委等部门都表示将核查，但核查结果并未对外公布。
林喆认为这些“关键环节”包括：第一是审核环节，第二是公示环节，第三是惩治环节，第四是登记环节。
业内许多学者也认为下一步的新提任干部财产公开，亟待三个配套机制：信息核查机制、法律追责机制、公众监督机制。也只有这些关键环节和配套措施完善了，才能使官员财产公开制度起到反腐作用。
