人民大学教授张可云就在博客中称，胡娟在当教授前为了实现教学工作量的“0”突破，只给研究生开设了一学期的“大学生思想道德”的讲座课。在中国人民大学，副教授晋升教授必须有一定的课时工作量，每年9个学分，当5年副教授才有资格申请教授职位，因此必须至少有45学分才有资格成为教授。胡娟只有两个学分，并不具备当教授的资格。而且中国人民大学规定当教授者必须为本科生讲过课，胡娟没给本科生讲过一天课，在这一方面也不具备当教授的资格。
此外，人民大学副教授米辰峰在博客中写道，胡娟的教授职称是2010年7月底才批准的，然而早在此前10至18个月，学校在向上级和各兄弟院校同行专家报批的申报“人民大学教育学院”多种文件中，称拟议中的院长带头人是资深教授胡娟，把当时实际上的青年副教授胡娟称为资深教授，申报一年多，显然不符合规定。据《法治周末》
