　　李立国说，依照《村委会组织法》和改革开放以来村民自治发展的所有制度性安排，村委会选举工作，尤其是直接选举工作不断发展，取得了良好的效果。到去年年底，我国村委会直接选举的比例已经超过了98%，没有纳入村委会直接选举的特殊情况也在创造条件、实现直接选举的推进之中。

　　李立国指出，在村委会选举中，通过基层群众的反映和媒体的监督，以及民政部门和有关部门在指导监督中的了解，确实发生过个别贿选和不正当选举的问题，也包括基层政府对选举不当干预的问题。这种情况是个别现象，影响到村委会选举整体上推进基层民主建设和自治功能增强的效果。

　　李立国表示，对于存在的这些问题，民政部门会同有关部门不断地进行调查研究，不断地加强指导规范工作，也适时制定了一些选举规程和选举操作的规范性办法，通过实体性的规范和程序性的规范，促进村委会的民主选举工作更加合法，更加公开，更加体现村民的意志。
