必须建立执法部门监督体系

廖成林表示，一方面要理顺管理关系，同时可借鉴国外将超载入刑，加大惩治力度，同时也要考虑降低物流成本。在美国，超载不但会被处罚罚金，还将受到刑事诉讼和短期拘留。在韩国，超限运输车辆一经发现，将被公路部门直接移交法院处理。
