这句话我们也可以解读为，为何此次4G牌照只发了TD-LTE制式的重要技术原因。但是到底何为条件成熟，到底是什么条件，公众不得而知。
从技术成熟度的角度看，FDD-LTE牌照发放还需要较长的流程性的时间。
按照正常的网络技术试验的情况，新网络技术制式验证至少要经过技术验证、规模试验、试商用等多个必要的环节。这些环节按照正常的流程，在时间上至少需要两年。
而在这两年的保护期内，由于三大运营商的主要投资需要会集中在TD-LTE的系统设备和终端上，无疑将会对产业带来积极的促动作用，迫使全球的设备商、芯片厂商、测试设备厂商、终端厂商等暂且不会分精力给FDD-LTE，全力支持TD-LTE，以避免当年3G牌照发放后所遭遇的尴尬和无奈。
要知道，在全球电信行业投资一片寒冬的当下，中国市场的巨大投资拉动，已经没有人能够继续昂着高贵的头视而不见听而不闻，我行我素了。
中国政府在对自主创新的支持力度上，我想全球恐怕都在TD牌照发放这件事情上，见识了其决心和意志。这是一种典型的用流程性的时间换取市场主动权的举动。
但问题是，FDD-LTE的牌照会不会变得遥遥无期？即官方所说的成熟条件不是那么容易被满足呢？
这取决于多种因素。
最为重要的是中国电信市场的所谓市场均衡的情况。即中国三大运营商在市场份额、利润占比等方面是否形成了“有效竞争”的格局。
很大程度上，官方还是把牌照视为一种均衡中国电信市场的政策性工具，就像当年3G牌照的发放。那么在三大运营商拿到同样制式的牌照之后，在市场的竞争格局上，如果出现单一运营商继续一路独自狂奔，造成所谓市场失衡，我想随着时间的推移，发放FDD-LTE的牌照的压力可能会与日俱增。
而政策的制定者恐怕也会重新考虑加快FDD-LTE牌照的发放，以作为平息哀怨和不满的工具——这种观点的基础还是技术领先论，即FDD比TDD成熟，但我认为，这其实是一种非常惯性的错误观点。
尽管我并不认为这样的做法会解决市场失衡的问题，但是对于行业管理者来说，手里好牌并不多的时候，有动作总比没动作强，至少可以掩一时的悠悠众口吧。
当然，除了政策上的考量之外，4G市场的发展也会影响FDD-LTE的发放时间。一些电信运营商已经开始公开对外宣称要尽快实现4G终端的千元机目标，也就是说，或许中国的4G用户市场的爆发性发展会远远快于3G。
另外，按照官方的口径，FDD-LTE牌照发放，是“为充分利用频率资源，方便用户在国内国外都能很好使用移动通信业务”，要需统筹发展TD-LTE和LTE FDD。
所谓统筹发展，即意味着当市场快速爆发的时候，提供更多的频段资源支持。那时候企业会真正的“主动”申请更多的频率资源，以满足需求。
在这一点上，我们可以解读为是一种间接刺激处于非主导地位的电信运营商快马加鞭的意思。
潜台词即：如果你做得好，用户发展的快，你真正需要更多频率的时候，我才会发给你。以此刺激运营商之间有效的竞争。
所以，FDD的牌照何时发，在我看来，至少不会很快了，但是到底什么时间，政策理性的判断恐怕要与中国4G市场的均衡情况有关。
市场竞争应该怎么做，需要三家运营商的智慧，当然，更需要监管的智慧。
