从广东移动调整的结果看,不论是自带手机入网,还是办理合约购机,新套餐比原套餐语音、流量只加不减,很具“诱惑”。

拿原全球通128元上网套餐用户办理4G来说,如果对流量更有要求,自购机入网套餐平移至4G,月费不变含2.4G流量,还连续12个月每月赠送套餐外15元话费;如果希望月费门槛降低,也可合约购机,套餐内含1.4G流量,也可获的话费返还,实际月费降至64元。

广东移动在4G发牌之前的已调整过2次资费,发牌当天更是第3次下调,中移动为何频频下调4G流量套餐资费呢?这背后又有着怎样的逻辑呢?

1、流量换用户,左手倒右手

在4G初级阶段靠什么争取客户?不外乎这两个:

其一、飞一般的网速。通过网民在多地的测试显示,只要有4G信号的地方,4G高速的下载毋庸置疑,而提高网速则需要通过4G基站建设,增加信号覆盖来实现。这需要一个漫长的过程。中移动CEO李跃表示,到2015年4G网络覆盖才能走向成熟。

目前,国际主流运营商目前提供的4G套餐中,短信和语音已经不是收入构成的主流。中国移动研究院院长黄晓庆曾表示,运营商未来的增长,一定是来自于数据。而王建宙则认为,到了4G时代,将不存在语音和短信业务,数据流量将成为主体。

我们知道,中移动目前有7亿多用户,其中2用户超过5亿。中移动的策略有两个:其一、将自有2G/.3G用户转化为4G用户;其二、争夺电信、联通的中高端用户。而这部分用户很多一部分是原来中移动的全球通用户。

中移动如果采用降低流量资费换取用户数量增长,可谓一箭双雕。一方面,传播4G高速网络,将2G用户成功转移到4G。另一方面,在高端用户争夺方面,和电信联通在流量方面直面交锋。

2、玩“田忌赛马”战术

笔者获悉,中国移动正计划在4G初期,展开全面的流量“反击战”,具体措施为,大规模降低3G资费。中移动内部文件已下发,为提高3G网络使用率,同时引导大量“数据沉默”用户,下月起套餐包外数据资费从1元/M,下调至0.1元/M,资费仅为之前的1/10。

内部人士称,中移动3G资费下调,4G套餐“跟进”,也在中移动整体的流量经营计划的一部分。这样做的效果有两个:

第一、中移动发展4G用户,提高3G套餐资费,让1亿多3G用户过渡到4G用户,这是一个很好的办法,但是,中移动未曾采用,没有“牺牲”3G用户,而是降低3G套餐资费,说明中移动仍留有余地;

第二,在与中电信和联通的竞争中,中移动降低3G资费,其实就是玩的“田忌赛马”战术。因为中移动3G网络网速不给力,用3G冲击联通电信最好的WCDMA网络,给4G网络迅速壮大赢得时间。

3、4G资费为何要频繁降价,而不是一次到位?

其一、中移动调整4G资费是电信业隐形规则。4G牌照没有发放前,短短2个月,中移动4G资费3次大调整。尽管话音业务变化不大,仅降低是流量套餐费资费。我们知道,电信业有一个“潜规则”,就是资费只能降低,而不能上涨。如果一上来资费就很低,想涨价就非常难了,而流量经营是4G的“饭碗”,因此,只能根据市场变化,慢慢下调。

其二、电信联通竞争对手在降价。我们知道,4G对3G的诸多优势中,用户最最具痛感的地方是:资费门槛、流量。如果按照广东移动第一次推出的4G流量套餐看,MIFI流量50元可以包600M,130元可以包3G,那仅4G流量费这一项,人均月消费将超过130元。

10月1日,笔者文章《中移动4G套餐每月138元,请屌丝们靠边站!》分析认为,138月最低消费还是有点贵。我们发现,通过新一轮调整后,128元可以使用2.4G流量,与中联通3G网络128元包月套餐送400M流量相比,超出了6倍多。

其三、中移动4G流量套餐也是“摸着石头过河”。可以推断,随着4G网络的成熟,话音业务资费还有进一步下调的空间。以中移动这种调整的频率观察,第4次4G资费下调,可期可待。

4、为何降价总是从广东移动开始?

目前,中移动江苏、浙江、广东、山东(青岛)都开始了4G试商用。从资费情况看,资费不差上下,不过,广东移动4G降价的速度更快一点。

一方面,广东最早在机场、地铁打出了“4G未来已来的口号”,而中移动用户广东占据10%强(保守估计4G用户超过5万),移动互联网最为发达,最早开放了用户自带机入4G网,4G应用最有用武之地,一项政策让广东先“试水”,从中较为容易发现其优缺点,加以改进。

另一方面,局部“竞争”需要。中联通、中电信4G试验网无一例外地选择了广东,市场竞争也是全国最为激烈的地方。更要命的是,广东联通是中国联通3G的试验田,在广东升级3G网络,网速堪比4G,玩起了G流量免费升级行动。

5、对中国4G推动有何价值?

一方面,用户拿着4G手机可以入网,降低4G流量套餐,降低了4G的准入门槛,普通百姓也可以使用4G网络;另一方面,4G流量降价倒逼3G流量降价。对于微博、微信等移动互联网用户,这是极大的利好,免费的午餐谁不乐意吃?

也许,有人会这样担忧,中移动就靠4G网络流量吃饭,一味降低资费,会不会利润锐减?笔者认为,传统电信业利润降低这是大势所趋,语音、短信、流量均靠不住,只有用户和移动互联网应用,才是唯一救命稻草。
