　　程朝穆的女儿程银珠介绍，程朝穆是12月13日去世，16日早上6:30下葬的，随后收到当地民政部门的责令限期改正通知书。通知书要求他们在12月18日0时前起尸火化，否则将强制起尸火化。

　　12月19日上午，程朝穆的墓穴被挖开，尸体被现场火化。程银珠介绍，当时有公安武警交警，总共20几辆车，还有两辆大中巴，还有殡仪馆的车和消防车。亲属赶到的时候，公务人员已经布好了警戒线。

　　程朝穆的儿子程英富称当地民政部门，在当天执行前没有和他们打过招呼。在解释为何不按规定火葬父亲时，程英富说，前面还有两户人家也是土葬的，他们(民政部门)也没管，同时，这也是老人自己的心愿。

　　安徽泾县民政局局长胡厚永称，将程朝穆墓穴挖开现场火化，是按照泾县民政局殡葬管理的相关法规来进行的。泾县按规定是火葬区，遗体一律火葬，程朝穆家属不听劝阻，甚至在下达整改通知书后依然没有按照整改通知书的要求执行起尸送殡仪馆火化的措施。民政局最终只能按照安徽的相关规定强制执行。

　　但是记者发现，在2012年修订，2013年1月1日正式发布国务院殡葬管理条例中，已经废除了“拒不改正的，可以强制执行”的条文。

　　安徽省民政厅社会事务处处长刘洪玉明确表示，安徽泾县强行起尸现场火化的行为，已经违反了2012年修正后的《殡葬管理条例》。即使强制执行，泾县民政局强制挖开坟墓，现场焚尸的做法也是被严令禁止的。
