法制晚报讯(记者 王硕 温如军) 今天上午，十二届全国人大常委会第六次会议作出决议：同意启动实施一方是独生子女的夫妇可生育两个孩子的政策。各省区市应当根据人口与计划生育法和本决议，结合本地实际，及时修改相关地方性法规或者作出规定。
昨天，北京市已经将“单独二孩”政策纳入市人大常委会立法程序。好消息有了，问题也来了。独生子女证没了能补办吗，怎样补办？会影响将来生二孩吗？
记者今天从本市城区部分街道了解到，独生子女申请表可当证使用。
连日来，《法制晚报》记者在本市城区的多个街道发现，前来咨询、补办独生子女证的人明显增多。
“现在来补办独生子女证的人特别多，主要都是四五十岁的人。”西城区某街道计生办的工作人员告诉记者，这部分人来补办独生子女证主要有两个原因，其一是孩子年满18岁，可以申请国家对独生子女家庭的一次性奖励费用；其二就是怕没有独生子女证，影响孩子以后生二孩。
《法制晚报》记者采访多位前来补证的市民了解到，证件丢失的原因多是年头太久远不记得放哪，找不着了，或是搬家弄丢了。
探访 不用补办 申请表可替代使用
那么，独生子女证丢了怎么补办？
《法制晚报》记者拨打市政府热线12345进行咨询。热线工作人员表示，无论是计划生二孩，还是申请独生子女奖励费用，补办独生子女证目前只能全套重新办理，没有其他的简化程序。
但实际上，部分区县独生子女申请表就可替代独生子女证使用。
西城区某街道计生办工作人员介绍，按目前城六区的要求，将男方或女方在单位存档的《领取〈独生子女父母光荣证〉申请书》，复印件可当做独生子女证使用。
当记者问到如果将来计划生二孩，这份申请书复印件是否依然有效时，街道计生办工作人员表示，一般情况下，夫妻在户口所在地街道申请二孩指标时，这份申请书复印件将被街道收回。
申请人将经双方单位签署意见的《申请书》送女方户口所在地乡镇人民政府或街道办事处，符合条件的，乡镇人民政府或街道办事处为其填发《光荣证》，并将盖章批准的《申请书》退还申请人单位。
整套办理下来顺利的话，也需要十天半个月左右。
独生子女证办理流程
申请人持本市第一个子女《生育服务证》、子女出生证明、双方身份证明及户籍证明、双方单位(无业人员及农民由户口所在地村、居委会)出具的婚育情况证明，到女方户口所在地村、居委会填写《领取〈独生子女父母光荣证〉申请书》并双方签字。
注：如果夫妻中一方为外地户籍，则还需要回户口所在地开具相关证明，这无形中增加了时间成本。
未满18岁 证件可以补办
记者走访东城、朝阳、海淀等城区的街道计生办采访补办事宜。
各街道的工作人员首先都要询问子女是否年满18周岁，如果超过18周岁，则不能补办独生子女证，领取政府奖励时，可直接用存在个人档案里的申请书作为凭证领取费用。
如果孩子未满18周岁，除海淀区要求需要个人拿着申请书、户口本、身份证、结婚证和孩子的生育证到所在街道补办外，剩余各区都可以直接凭夫妻某一方存档的申请书作为独生子女证使用。
街道工作人员介绍，在申请独生子女证的时候，申请书一式三份，一份交给居委会，一份存进个人档案，最后一份留给单位，就是为防止证件丢失，可以找到原始申请书复印当证用。
此外，街道的工作人员告诉记者，虽然孩子未满18周岁可以补办独生子女证，但是大多数的家长还是选择找到申请书直接当证使用。
这种方式，无论是对个人档案存在街道还是单位的，都不会影响到其每月领取独生子女补助和孩子18周岁后领取的一次性国家奖励费用。
如果将来生二孩，申请书也会被街道直接收回。
