张：北京现行的计生条例是从2003年开始实施的，执行到现在已有很多年，部分条款也与首都经济发展形势有不相适应的地方，比如大家关心的独生子女家庭奖励条款。
但本次常委会会议并没有在审议计生条例修正案时对其进行修订，我们第一步先是启动“单独二孩”的工作。现行条例中其他不适应的条款，今后将在整个计生条例修订时再考虑修订。
独生子女费是取消还是调整？→不会取消

“四年生育间隔”为啥不取消？→防扎堆儿
FW：根据北京现行政策，允许生育第二个子女的，还要受到生育间隔四年或女方不低于28周岁的限制。目前，广东、四川、福建、广西、海南等多个省份已取消生育间隔规定，北京是否也考虑调整？
张：此次计生条例修正案没有修订其他条款，也是出于希望政策能有一个平稳过渡、衔接的考虑。之所以没有取消四年间隔或不低于28岁这个限制，主要是想通过这一约束让本市人口数量处于平稳状态。一旦把这个时间约束取消了，有可能会出现密集生育。
同时考虑到“单独二孩”政策的实施，会使人口数量呈现增长趋势，在这种情况下，就要防止集中扎堆儿生育。
夫妻一方“放开”即可申请吗？→可再生育
FW：夫妻一方“放开”就可以申请生二胎吗？
国家卫生计生委计划生育基层指导司司长杨文庄：23日下午，十二届全国人大常委会第六次会议审议国务院关于调整完善生育政策的决议草案。如果夫妻双方不在一个省份，任何一个省份实施了这个政策，他们就可申请再生育的审批了。符合政策的夫妇可带户口本、身份证、结婚证和独生子女父母光荣证等材料到街道乡镇计生办申请再生育。
