一审败诉
法院驳回刘家诉讼请求

今年10月23日，刘家向安新县圈头乡政府及相关部门寄出了《行政赔偿书》(下称“赔偿书”)，申请国家赔偿，共计159万余元。
刘领群告诉《法制晚报》记者，本月24日，他们收到了《圈头乡人民政府不予赔偿决定书》，以超过法定的追溯期限为由，驳回了刘家的赔偿请求。

无线索证明拐卖未予立案
