  本报讯(记者孙颖)今天召开的市政协常委会听取了市政协财政预算民主监督组对北京市2013年财政预算执行情况和2014年预算草案的意见和建议。市政协委员们建议从调整公共交通定价机制入手,在体现公益性定位的同时,遏制财政补贴过快增长势头。


  委员们认为,财政补贴日益成为财政支出的沉重负担,尤其是伴随地铁、公交网络的不断延伸,预计2014年财政补贴还会有较大幅度增加,解决这一问题不宜久拖不决,要把解决财政补贴过快增长的问题尽快提上议事日程。交通补贴过快增长,一方面造成财政收支矛盾突出,也降低了公交、地铁企业提高经营效益的动力,还助长了一些企业利用地铁一票制便利把地铁网络变成物流企业的运营工具,给地铁运营管理带来难度和压力。建议从调整公共交通定价机制入手,适当体现市场价格的调控作用,遏制财政补贴过快增长势头。建立公交票价定期调整机制,继续坚持公共交通优先和低票价定位。


  今天的会议还听取了《关于北京市政协开展〈北京市大气污染防治条例〉立法协商工作情况及主要意见建议的报告》。对于北京市大气污染防治,委员们认为,北京市雾霾天气趋于常态化,区域联防控制措施缺乏组合式重拳出击,区域性污染底数不清、肌理不明、技术不足,政府出台的一系列治污措施缺乏效果跟踪评估,防治大气污染招数几乎穷尽,但方案措施的落实情况却不尽如人意。


  委员们建议统一编制区域环境保护规划,统一区域内大气污染防治相关标准要求,实施区域大气污染总量控制制度。应急预案中关于小客车的限行措施,社会成本太大,不如加强对大型施工车辆和过境运输车辆管理,在重污染天气,可采取禁行大型施工车辆、限制夜间外埠过境运输车辆等措施,如果措施采取得当,效果会比限行小客车更为明显。


  针对《北京市大气污染防治条例》,委员们建议,治污责任不能完全货币化,条例“多污染、多付费”提法不合适,花钱买排污指标等说法可能会造成“以罚代治”的现象,应改为“谁污染、谁治理、谁付费”。X133
