北京市各级医疗机构近三年产科分娩量分别为：2011年约19.1万人次、2012年约22.4万人次、2013年约21.6万人次。北京市卫生局表示，从近三年平均分娩量为21万人次来看，目前医疗卫生资源基本可以满足北京市孕产妇分娩需求。然而，记者在北京妇产医院等大医院采访时，很多人表示“生孩子建档太难了”，由于床位极其紧张，北京妇产医院挂号处几乎每天都排着长队，很多前来挂号建档的孕产妇家属甚至半夜就到医院排队。
面对目前大医院产科“爆满”的问题，北京市卫生局认为，当前存在的主要是结构性问题，即三级医院人满为患，二级和一级助产机构床位利用率不足。北京市卫生局在采取措施扩增产科床位的同时，也将完善各级医疗机构的转诊工作，引导群众理性选择助产机构，逐步形成一级、二级助产机构以接诊正常和低危孕妇为主，三级助产机构以接诊高危孕产妇为主的格局，最大限度发挥助产机构的利用效率。
