合肥市政府秘书长杨伟说，目前，该市已全面启动机动车环保标志核发，核发环保标志65万张。同时，《合肥市机动车排气污染防治管理办法》已经市政府常务会议审议通过，黄标车限行准备工作进展顺利。此外，该市还计划投入7.1亿元逐步淘汰更新所有黄标公交车，现已淘汰722台。
黄标车是高污染排放车辆的别称，是指未达到国Ⅰ排放标准的汽油车，或未达到国Ⅲ排放标准的柴油车，因其贴的是黄色环保标志，因此称为“黄标车”。
合肥市科技局副局长陈明义介绍说，2013年，该市已推广300辆新能源公交车。2014年再推广2000辆新能源汽车，重点用于两个方面：一是将部分淘汰的公交黄标车更新为纯电动公交车；二是扩大推广领域，将淘汰的部分物流黄标车更新为纯电动物流车，并同等享受乘用车每台1万元的市财政补贴。
据悉，对现有黄标公交车，合肥市将于2014年上半年全部淘汰更新，在此之前，当环保部门发布污染天气一级预警时，将停驶全部黄标公交车辆。
“今后新增和更新公交车、出租车，全部采用天然气清洁能源或新能源车辆，确保符合环保要求。”合肥市交通运输局副局长黄永宏表示。
