据了解，海伦市政府于2010年11月向黑龙江省政府呈报了申请国家扶贫开发工作重点线的请示。黑龙江省政府扶贫开发领导小组于2012年1月16日下发《关于确定国家和省扶贫开发工作重点县的通知》，确定海伦市为国家扶贫开发工作重点县。
海伦市副市长张道捷表示，2011年至2013年期间，海伦市共获得专项扶贫资金5255万元人民币，全部用于70个扶贫开发工作，实现了专款专用，并未出现挤占挪用现象。
张道捷称，目前，海伦市政府新办公楼已入驻65个部门，清退137间办公室。从12月28日起，原在办公大楼以外办公的水务局、审计局、药监局等部门将陆续迁入，预计在一周内搬迁完毕，力争实现政府部门集中办公，办公用房面积全部符合规定标准。对于原在政府大楼外办公部门的办公用房进行公开拍卖，拍卖所得全部用于改善贫困村屯和贫困人口的生产生活条件。(完)
