■课外培训机构建安保制度
为未成年人提供课外培训的教育培训机构应建立安全保卫制度，落实安全知识教育和防范措施，保障未成年人在教育培训活动期间的人身安全。
未成年人保护委员会应督促有关部门加强对未成年人教育培训机构安全工作定期检查。
■网吧酒吧门口设醒目禁入标志
营业性歌舞娱乐场所、互联网上网服务营业场所、酒吧以及其他未成年人不适宜进入的场所，应在门口醒目位置设置全市统一的未成年人禁入标志，并禁止接纳未成年人。
■“有家没人管”孩子社会抚养
民政部门应对孤儿、无法查明其父母或其他监护人以及其他生活无着落的未成年人，通过设立儿童福利机构，委托或者购买服务等方式收留抚养。并鼓励社会力量依法设立儿童福利机构。
