时隔一个月，昨日，记者从舟山市卫生和计划生育局获悉，舟山市已有41对夫妇获批领到了“再生育决定书”，可以再生育一胎。这是舟山实施该政策以来首批审批发放“再生育决定书”。
41对夫妇领到“再生育决定书”
“10年前生了第一个孩子后，双方父母都希望我们再要一个，但有计生政策，就只能想想。”家住舟山新城沧海新村的顾女士告诉记者，自媒体透露可能放开“单独两孩”政策后，她一直关注此事。

舟山实施“单独二胎”政策，属于浙江省计生条例中的特殊情况审批，是结合舟山海岛区域特点和人口与经济社会发展实际作出的。舟山市卫生和计划生育局副局长夏前锋介绍说，该政策在舟山被简称为“舟山海岛特批政策”，即双方或一方为舟山户籍且有一方为独生子女、双方合计已生育一个子女的夫妻要求再生育的，经批准，可再生育一胎。
未出现扎堆申请生二胎的情况
“不管男孩女孩，都好。马尾羊头，都有可能。”这几天，山东籍的舟山市浙江海洋学院教师张建设，已接到妻子“指令”：戒烟戒酒，为生二胎做准备。他说，多生个孩子并不是指望能养老，而是希望孩子多个亲人，独生子女太孤单了。生二胎被批准后，向他们咨询的同事很多，还有不少外地同学为此想来舟山落户。
舟山在全国率先放开单独二胎，会不会吸引外地人来舟山落户生孩子？舟山会不会出现扎堆生二胎的情况？
“目前，申请并未出现井喷，符合政策的市民非常理性。”夏前峰说，外地人来舟山落户生孩子问题，如果“单独二胎”一直是舟山的特别政策，可能会出现这种情况，但现在是全国启动“单独二胎”政策，各省修订计生条例后陆续都会放开，不会形成上述局面。
生育堆积释放的问题倒是需要警惕。政策放开后，以前没有生育意愿的，可能因为从众心理，也想再生一个。“因此，我们设立了一个人口预报预警制度，将定期向社会公布全市的怀孕数据和出生数据。”夏前峰说。
只有20%育龄妇女愿生二胎
“实际上，舟山人对‘二胎’的生育意愿很低。此前调查显示，舟山户籍育龄妇女中，愿意生‘二胎’的，只有20%左右。”夏前峰介绍说，舟山农村大量可以生二孩的家庭，都自动放弃了再生育的审批指标。
而且，近年来，许多渔农民转为城镇户口，舟山按照“农转非五年内仍享受农村计生政策的待遇”，照顾这部分人再生育的权利。但这些“农转非”市民对生育二胎似乎热情也不太高。
舟山人的生育意愿为何如此之低？据介绍，舟山市去年搞过一个这样的调查，情况比较复杂，总的来看，跟舟山的海岛文化、生产生活方式有关。
舟山人一直比较追求生活质量，舟山20多万渔民，不希望孩子子承父业，而是力求将一个子女好好培养，以后不再从事渔业生产。
舟山将开设再生育专家门诊
《2012年舟山市人口发展报告》显示，舟山市计划生育率连续23年保持在98%以上，连续11年出现人口自然负增长，累计少生近40万人，是浙江省唯一一个长期人口自然负增长的地区。
舟山人口老龄化问题日益严重，少儿人口比例低。2012年，舟山60周岁及以上的户籍老年人口，占总人口比例为20.32%，浙江全省为17.87%。按现行生育水平测算，到2030年这项数据将达到40%，比全省平均水平高出近8%，比全国平均水平高出16%。
正是舟山人口总量少、长期超低生育水平，使舟山人口结构性问题突出，老龄化程度加快，从而促成此次生育政策的调整。
“舟山海岛特批政策”已经实施，舟山市符合条件的夫妇怎样做到“优生优育”？
据介绍，目前，舟山市已成立专家团队，并计划开设再生育专家门诊，为生二胎的夫妇提供培训、孕检等服务。
