　　交通部相关负责人介绍说，2013年，按照党中央、国务院的决策部署，铁路管理体制实现了政企分开，组建了国家铁路局，成立了中国铁路总公司；国家铁路局机关组建工作基本完成，地区监管局组建进展顺利，职能转变、简政放权成效显著；配合有关部门推进铁路投融资体制改革、设立铁路发展基金、铁路运价改革等配套政策的研究制定；加强铁路技术标准体系建设，铁路“走出去”迈出新步伐，高铁成为对外交流合作的新亮点。铁路建设投资实现稳步增长，一批重点铁路项目建成运营。
