央广网北京12月27日消息(记者吴凯)今天(27日)，中国残奥委员会、中国特奥委员会、中国聋人体育协会第五次全国代表大会在北京召开。中国残联主席张海迪，中国残联党组副书记、常务副理事长孙先德，中国残联副主席王乃坤，中国残联党组成员、副理事长王梅梅等领导出席大会。国家体育总局党组成员、副局长冯建中出席并讲话。中国残联党组书记、理事长鲁勇主持会议。
张海迪在讲话中指出，残疾人体育工作是残疾人事业的重要组成部分。残疾人体育对残疾人的康复有着积极的作用，对残疾人参与社会有着重要的影响。残疾人体育事业发展要以十八届三中全会精神为统领，充分发挥政府主导作用，建立残疾人共享公共体育服务的制度性保障，动员和引导社会资源参与和支持残疾人体育事业更好地发展。
张海迪强调，要认识发展残疾人体育运动的重要性，残疾人体育要以人为本，健康至上、重在参与，不把成绩建筑在残疾人身体的痛苦之上，让体育成为多数残疾人锻炼身体、激发生命活力的方式；要继续巩固发展优势项目，努力提升弱势项目，学习借鉴国外先进经验，加强做好残疾人体育教育和科研等基础性工作，重视群众体育和竞技体育的均衡发展，努力扩大残疾人体育的国际影响力。她希望新的一届协会领导成员继续发扬传统，争取有关部门的支持，广泛联系社会各界，密切团结残疾人，不断开创残疾人体育工作的新局面。
冯建中代表国家体育总局、中国奥委会、中华全国体育总会向大会召开表示祝贺。他表示，国家体育总局和各级体育部门将一如既往地关心和重视残疾人体育工作，继续加强与各地残联组织的联系和协作。加强对残联工作的帮助和支持，在教练、场地、器材等方面为残疾人进行体育活动提供方便。在选拔培养残疾人运动员以及做好残疾人体育工作等方面做好服务工作，推动残疾人体育事业又好又快发展。
王梅梅代表中国残奥委员会、中国特奥委员会和中国聋人体育协会作第四届全国委员会工作报告。报告指出，在党和政府的关心重视和社会各界的支持下，中国残奥委员会、中国特奥委员会、中国聋人体育协会发挥社会组织优势，积极推动做好残疾人体育发展。四年来，全国共培养2万余名各级残疾人体育健身指导员，推广残疾人健身知识和健身项目，建设200多个自强健身示范点，举办残疾人健身周、全国特奥日活动，实施残疾人“自强健身工程”，成功筹办2010年第五届全国特奥运动会、首届亚洲残疾人运动会和2011年第八届全国残运会，丰富残疾人体育生活。四年来，我国积极参与残疾人体育国际交流和国际合作，派出了87批次的团组参加各级国际残疾人体育赛事，共夺得849枚金牌，充分展现了自强不息、奋勇争先的残疾人体育精神。未来四年，残疾人体育社会组织将以推动残疾人参加体育活动为落脚点，促进广大残疾人积极参加体育活动，提高残疾人体育运动水平，在国际残疾人体育赛事和交流活动中，扩大我国残疾人体育的影响力。
大会选举产生了新一届领导机构。张海迪当选中国残奥委员会主席，鲁勇当选中国特奥委员会主席，孙先德当选中国聋人体育协会主席。
中央有关部委代表，各省、自治区、直辖市及新疆生产建设兵团推荐委员，特邀委员、特邀代表共计100余人参加了大会。
