“经过十多次互访，我们最终决定，为玻利维亚整星出口提供天地一体化的服务。”航天科技集团长城工业总公司副总裁何星表示，卫星采用我国航天技术成熟的东方红四号卫星平台研制，设计寿命15年。
中国和玻利维亚在2010年12月签署建造和发射“图帕克·卡塔里”卫星的协议。“图帕克·卡塔里”取自玻利维亚抗击西班牙殖民者的土著英雄的名字。
玻利维亚总统办公室的一份声明称，卫星耗资3.02亿美元，由玻利维亚政府和中国国家开发银行共同承担费用。
