新闻回放：《长春市防止烟草烟雾危害办法》经长春市政府常务会议审议通过，明年3月1日起正式实施，规定哪些场所不得吸烟，违者的处罚标准等等内容，其中还对公务人员吸烟做了详细的规定。
从明年3月1日起正式实施的《长春市防止烟草烟雾危害办法》明确规定，任何会议、公务活动中不得发放、提供烟草制品和摆放烟具。公务员不得在公共场所和公众面前吸烟，国家机关的室内场所也被明确地列入禁烟场所。
这一即将实施的规定，尚有两个来月的缓冲期。然而，一经媒体公布，依然在公务员群体中引发了不小的反响。

新规一旦实施肯定遵守
“好事。现在越来越多的人意识到该戒烟，可是自己控制不了。有时候，强制性规定确实很有效。比如在飞机上，有多大烟瘾的人也不会抽。”罗先生认为，对于一些烟龄较短，烟瘾较大的，在有了这个规定之后，可能最后慢慢就戒掉了。

出租车上吸烟咋界定身份
“单位有一半的人都吸烟。现任、前任、大前任的局长都是老烟民，烟瘾大的一天抽三包以上。根本就不用打火机，一根接着一根点，根本放不下，要给他拍照片都是件难事儿。”
“新规定出台之后，估计他在正式会议场合肯定不会抽了，否则，就是公然带头违反规定了，那样后果会很严重。但如果是内部会议上，保不准还会抽，这个做下属的不好说。”

“我觉得如果实施后，没有吸烟区的单位，会在走廊尽头或者相对私闭一点的地方设立吸烟区。但是我觉得这个实施起来不太容易，因为如果外出工作，虽然也是上班时间，但要在出租车上吸烟，如何来界定我公务员的身份呢？”

要有可执行的操作细则
“我有个朋友到香港定居，在阳台上抽烟时，烟飘到邻居家阳台，结果遭到警方的传唤，被要求他今后不得在阳台上吸烟，否则将会被告上法庭。”
“如果领导带头来做，估计能执行下来。就像呛呛案情的时候，我们也希望像香港警察那样，直接在会议室里进门就有咖啡或者茶水啥的。但是烟能够随身携带，咖啡和茶能随身携带吗？所以，要有可执行的操作细则，如何监管，谁来处罚？都要明确。”
“东北地区的建筑，走廊多是被封闭在室内的，规定企事业单位室内场所禁烟，难道我要每隔半小时跑出大楼一次抽口烟？”
“室内怎么禁烟，至少得把‘室内’的标准再给细分一下。比如室内场所内设置的吸烟室算不算？厕所算不算？在室内，把窗户开开脑袋探出去抽一口算不算？另外，还有妇女、儿童、老年人集中活动的区域也禁烟。所以，新规需要细化标准。”
