360万水利工程款15年不还
1998年，雷州市兴修水利工程，市民莫文海从雷州市水务局承包下了其中一项工程。在水务局让其先垫资施工情况下，莫文海于2002年完成所承包项目。据莫文海介绍，整个水利工程花费1200多万元，水务局最终只付给他900多万元，剩下360多万元迟迟不还。
在经过连续3年的催债无果后，莫文海一纸诉状将雷州市政府、雷州市水务局告上法庭。湛江市中级人民法院、省高级人民法院，先后一审、终审做出判决，雷州市政府、雷州市水务局偿还欠款。
2012年10月25日，雷州市政府及雷州市水务局与莫文海达成协议，承诺在2013年3月8日前，还清所有欠款。然而令莫文海始料不及的是，有雷州市市长签名的还款协议，雷州市水务局仍然拒绝执行。
“官司我打赢了，不但一分钱没有讨回，就连51292元诉讼费，他们也是一分都不出。”莫文海说。
副市长称“不能盲目相信法院”
日前，中央电视台就雷州市水务局欠莫文海债务问题先后采访了雷州市水务局以及主管财政的副市长陈汉枢。
刚刚搬进5层新建办公大楼的雷州市水务局局长许立生说，没有钱落实给莫文海。
陈汉枢副市长则称，“莫文海的案子，法院判定的标的(注：欠款数额)，我们认为是不准确的；我们有异议的话，应该向法院提出来”。湛江市人民法院、省高级人民法院一审、二审判定并终结该案，陈汉枢仍觉得“还是不能盲目相信法院”。
负责执行的茂名市茂港人民法院法官透露说，多次向雷州市水务局、雷州市政府发出执行还债判决通知书；但雷州方总以各种理由拒绝执行，双方来往公文前后已经8回了。

该负责人称，雷州市委、市政府已召开会议，研讨所欠莫文海债务问题，并成立专案组负责此事。下个星期，雷州市政府代表将在省高院与债权人莫文海进行协商，如果双方对债务所产生的利息数额达成共识，雷州市政府将会迅速还清欠款。
