5年探索
劳教所转型戒毒所

一名吸毒劳教人员的见证 “戒毒所比劳教所好”
40岁的陈强(化名)是一名劳教制度改革的亲历者，2004年-2011年，他因吸毒被劳教2次，被强制戒毒1次，亲身体验了我省劳教转型为戒毒的过程。

2004年，陈强开始第一次劳教生涯。“说实话，那时民警对我们还是好，经常找我们谈心，逢年过节还发点好吃的。”陈强说，自己以前被劳教是“自作自受”，因为他吸毒对家人、朋友、社会都造成了不好的影响。在劳教所里，他过着循规蹈矩的生活。2006年，陈强劳教期满，但几个月后，他又因吸毒被劳教2年。

四川劳教的6年

11月《中共中央关于全面深化改革若干重大问题的决定》提出，废止劳动教养制度。目前，四川的劳教所已经完成了向强制戒毒平稳过渡。
劳教制度的58年
1955年，党中央发出的《关于彻底肃清暗藏反革命分子的指示》，明确指出对于“不够判刑而政治上又不适宜继续留用，放到社会上又会增加失业”的“反革命分子”“坏分子”，采取与劳动改造不同的处理方式。
1957年，正式确立劳教制度。
1979年，规定劳动教养对象是“收容大中城市需要劳动教养的人”。
1986年，明确增加了三种可以适用劳教的情况：卖淫、嫖娼以及介绍、容留卖淫、嫖娼的人；赌博以及为赌博提供条件的人；制作、复制、出售、出租以及传播淫书、淫画、淫秽录像或者其他淫秽物品的人。
1990年12月28日，第七届全国人大常委会通过了《关于禁毒的决定》，明确规定，“吸食、注射毒品成瘾的，予以强制戒除，进行治疗、教育。强制戒除后又吸食、注射毒品的，可以实行劳教，并在劳教中强制戒除”。
