这一年里，至少有13位民警——不包括武警、协警，牺牲在新疆反恐斗争的第一线，其中又包括至少9位喀什地区的民警。
反恐，在2013年的中国，显得格外醒目。
9月3日至13日，习近平对土库曼斯坦、哈萨克斯坦、乌兹别克斯坦、吉尔吉斯斯坦进行国事访问并出席上海合作组织比什凯克峰会期间，多次提及反恐议题。
习近平说，当前国际和地区形势复杂多变，上海合作组织既面临难得机遇，也面临严峻挑战。“三股势力”、贩毒、跨国有组织犯罪严重威胁本地区安全稳定。
喀什地区与东疆
萨依巴格乡距离疏附县城约8公里，距离喀什市中心约21公里。

有知情人士对本报记者介绍，当日，获得情报的警方包围了一群正在喀什地区叶城县依力克其乡偏僻地区受训的28名恐怖分子嫌疑人，击毙了其中的15人。
恐怖分子留下了大量危险的自制爆炸物。32岁的喀什地区公安局特警支队特战大队副大队长(主持工作)闫小飞，自告奋勇前去排爆，不幸壮烈牺牲。
2013年发生在新疆喀什地区的涉恐案件，还包括巴楚县色力布亚镇的两次劫难。
4月23日13时30分，色力布亚镇3名社区工作人员在一居民家中发现多名可疑人员和管制刀具，遂用电话向上级报告，之后被藏匿于屋内的暴徒控制。
接报后，镇派出所民警和社区干部分头前往处置，先后遭屋内外暴徒袭杀。该事件造成民警、社区工作人员15人死亡(维吾尔族10人，汉族3人，蒙古族2人)，受伤2人(维吾尔族)。处置过程中击毙暴徒6人，抓获8人。
牺牲的15人中包括所长任昌举、教导员买买提明·吾布力等6位民警，以及2位协警。
8月12日，新疆喀什地区中级人民法院对此案件五名被告人一审公开审理并当庭宣判，分别以组织、领导恐怖组织罪、非法制造爆炸物罪、故意杀人罪数罪并罚，判处被告人木萨·艾散死刑；以参加恐怖组织罪、故意杀人罪数罪并罚，判处被告人热合曼·吾甫尔死刑。其他参与者也处以不等的刑期。
然而，3个多月后，即11月16日17时30分许，阿布拉·艾海提等9名暴徒，持刀斧又袭击了色力布亚镇派出所，致使2名协警牺牲，2名民警受伤。9名暴徒被当场全部击毙。
上述4起发生喀什地区的案件，就造成了9位民警和4位协警的牺牲。
2013年6月26日，发生在吐鲁番地区鄯善县鲁克沁镇的案件，除了死伤者众多外，有些出乎各方意料的是，这是一起发生在新疆东部的恐怖袭击案——传统意义上，恐怖案件最多发的，是喀什、和田、阿克苏等南疆地区。
警方、法院等司法机关事后通报：6月26日早晨，艾合买提尼亚孜·斯迪克等13人先后袭击鲁克沁镇派出所、鄯善县公安局特警大队山南中队、鲁克沁镇政府、“富民安居”工程工地等地，致使公安民警、干部、群众共24人死亡，23人受伤。
9月12日，吐鲁番地区中级人民法院对鄯善县“6·26”暴力恐怖案件中艾合买提尼亚孜·斯迪克等4名被告人一审公开开庭审理并当庭宣判，以组织领导恐怖组织罪、故意杀人罪、放火罪数罪并罚，判处艾合买提尼亚孜·斯迪克等为首者死刑。
新疆反恐三十年
官方及研究者一般认为，新疆的暴力恐怖活动，肇始于1990年的“巴仁乡事件”。
是年4月5日，在南疆的克孜勒苏柯尔克孜自治州阿克陶县巴仁乡发生暴乱，有6位武警官兵殉职。
此后，“三股势力”(宗教极端势力、民族分裂势力、暴力恐怖势力)主导的暴力恐怖在新疆猖獗不断。
2010年，时任新疆社会科学院院长吴福环撰文介绍，自1990年至2001年，“三股势力”在新疆就制造了200多起暴力恐怖事件，造成各民族群众、基层干部、宗教人士等162人死亡，440多人受伤。
新疆的恐怖活动，有较深的国际因素，恐怖团体与活跃在阿富汗、巴基斯坦以及中亚等国的国际恐怖组织，有千丝万缕的联系。
无论是警方公开披露的信息，还是本报记者采访到的安全与反恐机构的官员都显示，有中国新疆公民，在境外接受“基地”等恐怖组织的训练。这些受训者，经常伺机潜回中国境内，组织、策划恐怖活动。
2001年6月，中国推动正式成立了“上海合作组织”，成员国包括中国、俄罗斯、吉尔吉斯斯坦、哈萨克斯坦、塔吉克斯坦、乌兹别克斯坦。6个国家的元首，签署《关于打击恐怖主义、分裂主义和宗教激进主义公约》，共同打击恐怖主义。
同年9月11日，“9·11”事件在美国纽约“双子塔”爆发。以美国为首的西方国家加强打击。暴力恐怖活动随后在中国也暂时有所收敛。
最突出的表现是，2004年4月，时任新疆维吾尔自治区主席司马义·铁力瓦尔地，在国务院新闻办公室举行的记者招待会上介绍，2004年前几个月，新疆没有发生一起爆炸事件，也没有发生一起暗杀事件；2003年，新疆的社会治安情况是全国最好的。
吴福环介绍，自2005年以来，新疆“三股势力”的暴力恐怖活动又进入了新的活跃期。
不过至2008年北京奥运会前，公开披露的暴力恐怖案件并不多见。
有据可查的是，2007年1月5日，年仅21岁的新疆公安厅民警黄强，在阿克陶县库斯拉甫山区执行侦查搜捕任务中，与恐怖分子英勇作战，不幸壮烈牺牲。
数位警方人士告诉本报记者，该次任务，是由时任新疆公安厅厅长柳耀华亲自带队执行。牺牲的民警黄强，与2013年8月20日在叶城县牺牲的民警闫小飞，同为四川成都人。
2008年北京奥运会前后，短短9天内，新疆连续发生3起暴力恐怖袭击案。
2009年，在新疆乌鲁木齐，则爆发了最为严重的打砸抢烧杀的暴力犯罪事件——“7·5事件”。
据新华社消息仅仅截至2009年7月16日18时，乌鲁木齐“7·5”事件的死亡人数，就达到了197人。伤者则超过了1700人。
“7·5”之后反恐新形势
“7·5”事件之后，新疆从官方到民间，社会各个层面，发生了较大的改变。
2010年5月，中央新疆工作座谈会召开，“推进新疆跨越式发展和长治久安”，全面进入了党和国家的工作大局中。
同月，时任湖南省委书记张春贤，调任新疆自治区党委书记。担任新疆自治区党委代书记、书记，长达17年的王乐泉，转任中央政法委副书记。
几年间，张春贤在新疆的工作，得到了各界的好评。新疆的整体局面，焕然一新。
但是，暴力恐怖袭击案，仍然时有发生。
2012年影响最大的案件，是“6·29”反劫机案。
6月29日，在新疆和田飞往乌鲁木齐的天津航空GS7554航班，遭遇6名劫机者暴力劫机。幸运的是，机组人员在旅客协助下成功地制服劫机者，平安返航。
多位知情人士对本报记者透露，当时，劫机者通过在身体部位捆绑的方式，携带了爆炸物登上了该趟航班。所幸被阻止未能引爆。
同时，从民航部门及公安部门了解到的信息显示，除该次事件和2008年3月7日的南航事件外，新疆各地机场在安检中，发现过多起违规藏匿或夹带危险物品的案例，一些案例有非常明显的犯罪嫌疑，或事后查证确为预谋劫机。
新疆机场集团安全检查总站站长华光荣，在其2012年工作报告中也透露，安检部门分别在2012年3月23日和5月13日，成功查堵了两起重大涉恐安全隐患。
中国反恐任重道远
尽管对新疆的反恐形势，各方有一定的预判和心理准备。但2013年连续多发的事件，仍然引起了中国最高层的震动。
2013年6月28日晚，也即“6·26”鲁克沁事件发生后的第三天，中共中央总书记、国家主席、中央军委主席习近平，主持召开中央政治局常委会会议，研究部署维护新疆社会稳定、维护各族人民利益工作。
6月29日早晨，中共中央政治局常委、全国政协主席、中央新疆工作协调小组组长俞正声率工作组抵达乌鲁木齐，并随即召开新疆全区党政干部大会。
俞正声在这个会议上表示，中共中央政治局常委会会议认为，“近年来，新疆经济发展形势是好的，但境内外民族分裂势力依然在加紧活动，影响新疆社会稳定的深层次问题尚未得到根本解决”。
“深层次问题”究竟是什么？
多位受访的强力机构官员及安全领域研究者，对21世纪经济报道记者表示，至少有两点：其一，宗教极端思想在新疆的影响；其二，国际反恐局势的变化。
2013年12月20日，喀什地区中级人民法院院长伊尔夏提·吾斯曼也在《新疆日报》公开撰文称，“事件再次证明，宗教极端思想是新疆一系列暴力恐怖案件的幕后元凶，非法宗教活动是‘三股势力’赖以生存的土壤，是催生民族分裂、暴力恐怖等违法犯罪活动的温床，是严重影响新疆社会稳定的‘毒瘤’，是影响社会稳定的最大隐患。”
国际反恐局势的变化，简言之就是2011年5月本·拉登被击毙后，“基地”等国际恐怖组织更加分化；同时，美国、英国加速在阿富汗的撤军，两者均计划在2014年完成撤军，中亚局势存在重大变数。
在国家层面，中国“国家反恐怖工作领导小组”举行第一次全体会议，在8月27日，正式亮相。这一小组，由国务委员、公安部部长郭声琨，任国家反恐怖工作领导小组组长。
国家反恐领导小组的前身是2001年设立的国家反恐协调小组。两者虽同为议事协调机构，但实践中，领导小组的职能权限将更大。
在外交上，中国最高层也频频发声。
2013年9月2日，政治局委员、国家副主席李源潮在第三届中国－亚欧经济发展合作论坛的主旨发言中，所提的四点主张，第一条就是，“要加强政治互信，优化地区安全环境”。
10月28日，政治局委员、中央政法委书记孟建柱，即在10月31日，来到乌兹别克斯坦首都塔什干，参观了上海合作组织地区反恐机构执委会，并向这一机构通报近期案件情况。
除上海合作组织的平台外，中国还与阿富汗、巴基斯坦，单独举行了“三方对话”，对话的主旨之一，就是在反恐、禁毒、打击“三股势力”方面，加强合作。
2013年12月9-10日，三方在阿富汗首都喀布尔进行了第三轮对话；并决定2014年，在中国进行第四轮对话。 对于未来，以及“恐怖活动处于活跃上升期”的形势判断，数位在新疆反恐第一线的警官，亦对本报记者表示，他们已有心理准备。
