自从被征地用于建设淮北矿务局的职工安置房后，安徽省淮北市相山区渠沟村就不复平静，而刚刚发生的这起暴力拆迁案，将持续两年有余的征地拆迁纠纷推至高潮。
令人惊讶的是，当地政府拆迁办负责人否认组织、参与强拆，而办案民警在案发十多天后，以凶手蒙面、乘坐车辆未挂牌为由，称办案难度较大，希望被害人提供线索。面对打击不力、不重视重大案件侦办的质疑，负责办案的派出所所长竟称“与记者没有关系”。
深夜被扔至荒野
12月23日，仍在淮北市人民医院住院的赵胜杰，回忆起十多天前被胶带封嘴、喷辣椒水、打昏后拖到几十里外的荒野地段扔掉的遭遇，心情仍然难以平复，说话时多次停顿，头部移向天花板。

住在赵胜杰家的邻居赵继志同样被捆绑、封嘴、喷辣椒水。唯一的区别是，赵继志的双手是被背着绑的，因为过于疼痛，至今仍无法正常用手就餐。
两人被这群蒙面人扔到一辆面包车上，面包车趁着夜色开了几十里路后，二人被扔到地上，面包车随即扬长而去。临走前，有人将二人嘴上的胶带扯下。
赵胜杰说，他被扔到车上时已经昏迷，其间身上的手机响过几次，他被惊醒，后又昏迷。被扔到地上时，他并未觉知，直到赵继志把他再次叫醒。
两人挣扎着松开被捆的手脚时，发现身处一处荒地，不知方向。还是赵继志借着月亮的方向，向靠近相山区的方向行走。走了大约两小时，他们来到一处公路边，拦住了一辆车。司机见他们满脸是血，将他们直接拉到了其辖区相山三堤口派出所，后被120急救车送到医院。
淮北市人民医院的CT报告单显示，赵胜杰右侧眼眶内侧壁骨折，右侧鼻骨骨质折端移位。
当天晚上被扔到荒郊的，还有赵胜杰不到10个月的孙子及80岁高龄的姐姐。
赵胜杰说，当时小孙子没穿衣服，姐姐在被恐吓前想给孩子穿上衣服，也不被允许。老人只好拿衣服将小孙子裹着。二人也被强行推上车，扔到了数公里以外。
幸运的是，这一老一小被扔在路边，有路人经过，看到这样的情景，立即报警，警察随后将两人接走。
赵胜杰的电话记录显示，他被封嘴、捆绑的时间，在11日深夜23:30左右。其间同村村民周某、李某分别在23:38、23:51给他拨过电话，因为赵双手被控制，电话无法接通。后来了解到，同村村民看到挖掘机开近赵家，赶紧通知他。
记者取得的多段监控录像显示，在赵家人员被强行清出的同时，23:39分，一辆挖土机及一群人往赵家靠近。23:42，挖土机开始挖赵家房子，23:59，房屋全部挖倒，随即挖土机及人员撤离。
“因为我家是最后一批不同意拆迁的，影响了工程建设，他们采取这种暴力方式进行强拆，简直是无法无天！”赵胜杰家人说。
派出所被指打击不力
案发12天后的23日上午，记者随同赵胜杰家人前往负责查办此案的三堤口派出所了解案件侦办情况。办案民警对赵家家人表示，因为当天凶手蒙面，赵家没能提供有效线索，加上凶手所驾车辆没有牌照，案件还没有进展。赵家家人质疑办案进度，并指凶手与开发商或拆迁单位有关，警方应循线追查。办案民警表示，这需要证据，如果不能提供有效证据，只能是怀疑。
赵胜杰家人指出，因为拒绝拆迁，他们遭到忌恨和报复。近几个月来，不断有身份不明的人用扔砖头、砸玻璃等方式骚扰，而且多次有人试图前去强拆，但都被其家人誓死捍卫。
“6日和8日白天，就有两次。每次都来了二三十人，开的也是无牌照的车，因为我爸站在楼顶要与他们同归于尽，他们才退了。”赵胜杰的儿媳说，每次这些人过来，他们都会打110报警，三堤口派出所也都出警，但均未采取措施，只称“他们没有做什么”。
赵胜杰儿媳说，无牌照车辆多次出现在现场，警方都知道，现在以此作为理由，让人不可理解。而且，从参与强拆的挖土机入手，也很容易查到幕后指挥及凶手。
记者随后向三堤口派出所吕伟副所长了解情况，被以未经区公安分局同意为由，拒绝接受采访。对于漠视利害关系，办案不力，甚至涉嫌袒护、纵容犯罪的质疑，他始终回避回应。记者追问，辖区内发生如此骇人听闻的暴力案件，为何不予重视？对此，这位所长说，与你没有关系。
相山区分局一位王姓政委在接受记者采访时表示，征地拆迁是政府所为，与公安机关无关。但因强拆而产生治安或刑事案件，公安机关会依法处理。如果办案单位不依法办案，公安机关内部会有督查及纪检部门进行处理。
对于辖区内频繁爆发重大刑事案件，是否存在打击不力的质疑，王政委仅表示，公安机关会在职责范围内依法办案。
事实上，今年以来，相山区发生多起因征地拆迁引发的重大刑事案件及大量上访。
今年6月17日，该区渠沟镇领导带领上百人强行征收未收完麦子的耕地，与村民发生群殴事件，多名村民被打伤，而21岁的城管队员丁成龙也被村民张某用镰刀砍伤大腿，后因失血过多死亡。
征地拆迁纠纷导致大量村民上访。就在12月15日，渠沟村村民赵淑英因进京上访，被接访人员带回后，随即被行政拘留十天。一位村民不满地说，他们向当地政府正常反映问题，无人负责处理，但他们去北京上访时，却会遭到打击。
拆迁办主任否认参与强拆
据赵淑英家人表示，村民们进京上访，除了暴力拆迁外，还包括征地中的违法问题。据测量数据，该村拥有土地3000多亩，绝大部分已被政府征收，而给予补偿的征地面积仅1800亩左右。村民质疑约有2000亩土地“被消失”，政府存在少征多占。
相山区是地级市淮北的主城区，而渠沟村位于相山区中心，距离淮北市政府、相山区政府均只有2公里。引发纠纷的原因是，村里的土地被征用作建设淮北矿务局职工安置房，为“棚户区改造项目”。目前，项目工地已经立起数十栋尚未完工的高楼。
前述遭捆绑、胶带封嘴、喷辣椒水并被扔到荒野的赵胜杰，其房屋所在地与该项目用地重叠。

对于是否参与11日深夜暴力强拆一事，赵军委婉表示，作为政府工作人员，他不会为了工作而去做违法之事。其所在街道办涉及的征地、拆迁，也都是依法进行的。
赵军说，征地拆迁有法定的程序，如果协商不成，被拆迁户不愿走，他可以向上级汇报，在评估、公证后，可以申请由法院进行强拆。既然有这样的程序，就不会去干违法的事。
不过，据了解，该项目涉及2000多家拆迁户，没有一户由法院强拆。赵军对此表示，因为启用法院拆迁，是一个过程，没有走到法院那一步。为何用暴力拆迁取代法院拆迁？赵军对此表示，他没有参与当天的暴力拆迁，至于谁是凶手，应由公安机关去调查。
对于赵胜杰家的遭遇，赵军对记者表示，事情大都“有前因才有后果”，“有些村民的补偿要价太高，我按照政府给出的补偿标准执行，无法满足他们。”赵军并认为，对于那些要价太高的拆迁户，建议设个“敲诈政府罪”，给予打击。
受害人赵胜杰否认提出过分的补偿要求，并认为拆迁办一直参与其中。他回忆说，赵军曾多次到他家谈拆迁的事。就在被强拆之前的6日下午，有二三十人曾准备前去强拆，后被他以同归于尽吓退。这些人就是街道办派来的，但都戴着安全帽、墨镜、口罩，或裹着围巾。
一位刘姓村民也向记者证实，强拆队伍是由街道办指使的，街道拆迁办负责人出面谈补偿，谈不拢就由这些不明身份的人恐吓或强拆。
