读了2年统招本科变成人专科
据昨天央视报道，2011年，有70多名学生被录取到首都师范大学美术学院高等美术教育研究中心。当时他们大多通过了艺术类考生二本分数线。
据学生反映，他们拿到了盖有首都师范大学美术学院和高等美术教育中心公章的录取通知书，并得到承诺，他们可以拿到首都师范大学高等美术教育中心职业定向培养全日制本科学历。
入学之后，这些学生参加了一个考试。到了大一下学期，学生们被告知，当初参加的考试是专升本考试，毕业后，他们无法取得首都师范大学全日制本科学历，只能取得首都师范大学成人教育的本科学历。
但这个说法，在学生们上了大二时又发生了变化。他们被告知，毕业后拿到的学历，又降格成为了成人教育专科学历，还得把毕业时间从2015年推迟到2018年。
对于这种情况，校方称，当初这几十个学生从招生到录取都是一家和学校合作的公司代办的，里面存在着弄虚作假，甚至可能冒用学校公章的情况。
首都师范大学所说的招生合作公司为北京东方致远教育科技有限公司，公司负责人称，该公司和学校是合作办学。
另外，学校向学生们提出了一个补偿办法：退还三年所有费用，同时给予7万元的补偿，但前提是，学生必须和校方签署一份协议书，承诺不再因此事向学校提任何诉求。
首师大声明
这批学生是职业培训生非统招
今天上午，首都师范大学对央视的报道作出了声明。声明中称，事件中所涉及学生，是招收的职业培训学生，不是通过普通高校招生考试、并按计划被省级招生部门审批录取的学生。
这批学员中除极个别达到了当年的三本分数线之外，大部分未达到本科线。所有学员均未达到首都师范大学当年的分数线。媒体报道中说学生是统招统分全日制本科学生，与事实不符。
首都师范大学高等美术教育研究中心(以下简称高美中心)同意签字印发的录取通知书中不含“本科”字样，学生收到的含“本科”字样的录取通知书是由招生公司虚假宣传、擅自添加的。
对于公司的所作所为，高美中心不知情，美术学院也不知情，首师大更不知情。通知书上美术学院公章不是原章。我校全日制统招本科录取通知书均由学校招办加盖“首都师范大学招生专用章”。
报道中所说的“大学读到三年，本科变专科”问题。学院本身参加的只是职业教育培训，不是统招全日制本科教育，不存在本科变专科的问题。学生选择通过成人教育或自学考试获取学历。
我们也是受害方对此次招生过程不知情
首都师范大学认为，学校是事件的受害一方。
高美中心是一家专业培训机构，并非学历教育机构，不具备颁发任何性质的高等院校学历证书和学位证书的法定资格。
2011年7月21日，高美中心与北京东方致远教育科技有限公司签订“职业培养课程班培训协议”，协议规定由双方合作，通过市场化机制运作，相互配合、发挥各自优势共同开办职业培育系列课程班培训项目。由东方致远教育科技有限公司招收学员到高美中心进行二至四年全日制课程班学习。学员学习期满，成绩合格后颁发高美中心结业证书。
双方签订的协议对双方的责任、权利、义务都明确进行了规定。但是2011年7月，该公司在面向社会招收职业培训学生的过程中，严重违反合同约定，虚假宣传，背离了高美中心的办学宗旨和办学目的进行招生。高美中心对于东方致远公司的这一招生过程并不知情，更未有任何参与行为。
校方表示将追究东方致远公司虚假宣传给学校带来的损失。
答记者问
美术学院党委书记常建勇在发布会上回答了记者的提问
问：学校跟71名同学签署协议的目的是什么？如果学校认为责任在公司，那应由东方致远公司来进行赔付？
答：学校跟学生进行了充分的沟通。我们没有把学生直接推到东方致远公司，而是先行把学生的问题解决好，回头再追究东方致远违约的责任。至2013年12月27日止，全部学生已经与学校达成协议。签订协议后，学生已经恢复正常秩序。
问：这71名同学是2011年被录取的，为何问题在今年才反映到学校？
答：这个情况是11月26日，有学生反映到学校的。此前学生的日常管理、包括班主任，都是由东方致远公司来负责的，学生很多的诉求都被东方致远(拦住)了。
问：协议中对学生的补贴是什么目的？
答：71名同学中的68人，选择留在学校继续完成学业，学校给他们每人补贴7万元，是对学生生活以及未来学生的补贴。另外3名学生选择离开，学校给他们每人补贴了8万元。
问：2012年招生过程中，东方致远的宣传过程中是否还有虚假行为？
答：2012年东方致远口头宣传还是存在虚假宣传成分，我们在文字宣传材料中尚未发现。2012年入学的同学在正常上课，有的已经放假回家。
