人民网北京12月30日电 (唐嘉艺) 回顾2013年，地方党政领导人事调整频繁，内地31省份近四成省级党政“一把手”发生变动，其中以1月、3月相对密集，至6月完成全部调整。
省级党委一把手：7人履新 4人系本地政府正职出任
省级党委方面，新就任书记7人，其中除河北省委书记周本顺外，其他6人均兼任本省份人大常委会主任。
从就职渠道上看，新任7人中2人从中央“空降”，1人为异地平职调任，4人为本地政府正职升任。
从年龄上看，新任7人均为“50后”，平均年龄60.29岁。
从学历学位上看，新任7人均获硕士及以上学位，其中青海省委书记骆惠宁拥有经济学博士学位。
省级政府一把手：超半数履新 最年轻者仅46岁
今年，省级政府“一把手”的调整较多，17名政府“一把手”履新。记者整理公开简历发现，新上任的17名政府“一把手”从数量、籍贯、年龄等方面可以用“5”“4”“3”“2”“1”来描述。
5成以上领导履新
2013年6月20日，随着王学军当选安徽省省长，本届31位省级政府“一把手”全部就位，其中新任领导17人，履新率超过半数。
4名浙江籍官员
在现任的省级政府“一把手”中，浙江籍官员以7人领跑。今年履新的17人中，浙江籍官员最多，达4人；内蒙古籍官员次之，为2人。
3名年轻“60后”
新任17名领导中，“50后”14人，“60后”3人，平均年龄56.29岁，比整体平均年龄下降0.58岁，60岁以上仅3人，整体更趋年轻化。其中，黑龙江省省长陆昊出生于1967年6月，现年46岁，比平均年龄小10岁。
2名学者型官员
在中央“空降”的4名领导中，河南省省长谢伏瞻和山东省省长郭树清属于近年来备受关注的学者型官员。谢伏瞻此前担任国务院研究室主任，郭树清此前担任证监会主席，两人均为享受国务院政府特殊津贴的经济领域专家。
1位女性领导
4月出任宁夏回族自治区主席的刘慧是目前省级政府班子里唯一的女性“一把手”，也是新中国成立以来，继顾秀莲、乌云其木格、宋秀岩、李斌之后的第五位省级政府女性“一把手”。
