十年前，他们的女儿梁嘉怡，接种完乙脑疫苗后患上了“重症病毒性脑炎”。从此一病不起，对外界刺激几无反应。为了给女儿治病，梁家一贫如洗，“摆摊”乞讨成为重要的生活来源。
在注射疫苗后饱受病痛折磨的还有余同安、黄金凤的孩子，三家人都曾一度坚持认为是疫苗致使孩子生病，但经多级专家鉴定均为偶合，与疫苗无关。
如今，余同安希望国家能完善救助体系，帮助那些不幸遭遇偶合效应的家庭渡过生活危机，而不是等这些父母老了，让可怜的孩子自生自灭。

12月24日，江门新会双水镇，羊城晚报记者第一次见到谭洁仪时，她安安静静地坐在椅子上，看上去很健康。但她站起走路时，发现她只能摇摇晃晃地挪动。

过了两天，谭洁仪病情加重了，开始呕吐、胡言乱语、视线模糊，被送到新会人民医院第一门诊治疗。但未见好转，16日谭头晕加剧，站都站不稳，转到新会人民医院儿科。这次，医院诊断谭洁仪得了“病毒性脑炎”。
3天后，病情未见明显好转的谭洁仪，转院到江门市中心医院继续治疗，也被诊断为“病毒性脑炎”。住院37天后，谭洁仪出院，仍无法走路。之后因病情反复，当年六月，第三次到江门市中心医院住院治疗。
谭洁仪遇到了病友新会古井镇余荣辉，两家相隔不到20公里。6月初，余荣辉因高烧不退、肢体不停抽搐，被父亲余同安紧急送到了新会人民医院，两天后转入江门市中心医院抢救，已经陷入昏迷状态。
差不多3个月前，余荣辉也是在学校里注射了“A群流脑疫苗”，结果当天就开始发烧。之后的两个多月里，他反复发烧、呕吐，有时还会莫名其妙地用力眨眼、脸部扭曲。在江门市中心医院住院治疗期间，医院多次下达病危通知。余荣辉虽然活了过来，但原本健康的他手脚萎缩变形、肢体扭曲、双眼斜翻呆滞。余同安说，那时的儿子像“鬼”一样。
变轨
余同安结婚比较晚，28岁时才有了儿子余荣辉，4年后又生了一个女儿。一儿一女，正合他的心意。他一直在村里做熟食类的小生意，一年收入有七八万元，如果没出意外，日子还算不错。但儿子这一病，生活完全变了。
2005年开始，余同安开始带着儿子四处求医。“江门没效果，就去广州，广州没效果，我们就去到北京。”给儿子治病，家中积蓄很快就花完了，余同安开始借债，却不足以支付巨额的医疗费用。最困难的时候，夫妻俩不得不带着孩子，在广州大街上乞讨。
因为同病相怜，多数时候，余、谭两家都是结伴同去。2008年、2009年、2010年，两家先后四次去北京治疗。“两家粗粗算下来，光医疗费都花了20多万。”为了照顾孩子，两家也基本上失去了生活来源。
经过多年的治疗，余荣辉身体稍有恢复，能够站立，与人交流，但再也无法恢复到从前。因大脑中枢神经萎缩，这个曾经在作文比赛中获得第一名的小孩，已经不认得字了。“而且脾气暴躁，我跟他妈妈批评他，他就拿妹妹出气，有时甚至拿着刀追砍妹妹，他控制不了自己。”
谭洁仪小脑萎缩，智力影响不太大，但平衡能力差，走路不稳。两人现在基本上都没有生活自理能力，需要人在旁照顾他们。
在儿子患病后不久，余同安听说会城区也有小孩打疫苗得了病毒性脑炎。用了3天时间，余同安挨家挨户地找，找到了梁永立、刘雪云夫妇。他们女儿梁嘉怡的情况，更糟糕。
2003年8月，刘雪云带着2岁1个月大的梁嘉怡到江门会城医院下设的爱民诊所第二次接种乙脑疫苗，当天夜里开始发烧，第三天开始出现反复抽搐、呕吐症状，并最终陷入昏迷状态，长达11天之久。
医院诊断结果显示，梁嘉怡患上的是“重症病毒性脑炎”。病毒不可逆转地侵袭了她的大脑和肢体。后来，她虽然捡回条命，但“就像个木偶一样毫无知觉”，从此只能一动不动地躺着。
父亲梁永立说，女儿就是半个植物人，多数时候用扣带扣在躺椅上。“她的大小脑都萎缩了，小便会失禁，大便则需要借助外力才行。”10年来，夫妻俩一刻也不敢离开女儿身边，害怕她突然抽搐咬到舌头，抑或从椅子或床上掉下来。
而自从女儿病倒后，为了给女儿治病，梁家可谓倾尽所有，四处借债。夫妻俩为了照顾女儿，也基本无法固定工作。除了在当地开摩托车搭客外，不定期到广州“摆摊”乞讨就是梁家仅剩的经济来源。 编辑： 牟青

余同安一直无法想明白，为什么儿子打完疫苗，突然就病了。“我女儿跟儿子在同一个学校读书，同一天也打了相同的疫苗，一点事都没有，而儿子却得了重症病毒性脑炎。”
儿子打疫苗发烧后当天，余同安向学校反映，校长告诉他，学校里还有另外4名同学不舒服，并向当地防疫部门做了汇报，回馈也是正常反应，休息、多喝开水就好。“后来，其他4位学生也都没事了，我儿子却变得更严重了。”
余同安的内心，对孩子充满了自责与愧疚。“接种后，只要一发烧，就按医生说得，给他多喝水。结果，孩子病情反复两个多月，一直没送他到大医院。”
2006年4月25日，新会区卫生局组织了新会区预防接种反应诊断小组的7名专家对谭洁仪病例进行了专项会议诊断，诊断分析认为谭洁仪患的不是接种A群脑膜炎后引起的流脑病例、反应性病例及变态反应性脑脊髓炎，疫苗循正规渠道供应，疫苗保存及接种过程符合要求等，故诊断结论为：谭洁仪所患的病毒性脑炎为偶合疾病，与发病前接种A脑疫苗无关，不是预防接种异常反应，不是接种事故。医学上所称偶合，指受种者正处于某种疾病的潜伏期，或存在尚未发现的基础疾病，接种后巧合发病。
余、谭二人接种的疫苗，均是武汉生物制品研究所生产的，且为同一批次，两人诊断结果也都是病毒性脑炎。余、谭两家无法接受偶合认定。余说：“当时江门中心医院，同一病房三张床，先后住过4个孩子，都是接种同一批次疫苗后，因病毒性脑炎住院治疗。”
梁嘉怡生病后的第二年，江门会城医院委托江门市医学会、广东省医学会，对梁嘉怡的病症进行了医疗鉴定，也均认定接种疫苗与患者病情无因果关系。江门市医学会称梁嘉怡的病症为“偶合重型病毒性脑炎”，广东省医学会也称为“偶发事件”。
一旦被鉴定成偶合，就只能自己承担责任。不过，后来三个家庭，开始抱团维权。2007年4月，三家人先后把接种单位、疫苗生产单位、从区到省级疾控中心，告上了法庭。2008年，新会区人民法院判决，所有被告均无责任，但依照公平原则，接种单位与疫苗生产单位，合计分别向三家补偿8万元；二审改判，接种单位与疫苗生产单位合计补偿谭、余两家分别12万，梁家16万元。
期盼
梁嘉怡小时候照过一张照片，光着脚丫站在一丛竹林前，身穿粉红色裙子，手握一朵鲜花，脸上流露着俏皮的笑容。梁永立到广州“摆摊”时，他把这张照片放在女儿身边，形成鲜明的反差。
上个月，因为天气渐渐冷了下来，他才带着女儿回到新会的家。他没有房子，借住在哥哥家。“我的家庭已经彻底毁了。”梁永立今年44岁了，妻子刘雪云43岁，照顾女儿占去夫妻大部分时间。对于将来，夫妻俩则不敢多想，害怕自己老了以后，无人照顾女儿。
余同安、黄金凤，也都忧心忡忡。两人小孩近年来，情况有所好转，但仍都没有自理能力。“我出门稍微远点，都得想着尽快赶回家，否则没人做饭给洁仪吃。”黄金凤说道。余同安则更担心儿子的暴脾气，不知道他什么时候发作。
《疫苗流通和预防接种管理条例》规定，“预防接种异常反应具体补偿办法由省、自治区、直辖市人民政府制定”。而2011年，广东颁布了《预防接种异常反应补偿办法(试行)》，规定了死亡抚恤金为20万元等标准。
但获得补偿的前提是，认定为接种异常反应。官方对余、谭、梁三家的认定，则均是偶合。
“免疫接种是好事，我不反对。医学上也确实存在偶合现象，我也接受。但不能出了意外，就完全由家庭承担。”余同安说，偶合现象统计上可能只是冷冰冰的数字，但对每一个受害家庭而言却是百分之百的苦难。
余同安递给记者名片，上面身份写着“《呼吁建立‘疫苗伤害保障救济机制’倡议书》发起人。”他希望国家出台法律法规，完善救助体系，帮助那些不幸遭遇偶合效应的家庭渡过生活危机，而不是等这些父母老了，让可怜的孩子自生自灭。

先救治再诊断 建立补偿机制
按照我国的免疫接种计划，每个孩子上小学前至少要接种14种、共计22剂疫苗。目前世界上还没有绝对安全的疫苗。公开资料显示，疫苗的异常反应概率是百万分之一，我国每年都有一些孩子因此患上各种疫苗后遗症。
山西省疾控中心干部陈涛安告诉记者，疫苗反应诊断，偶合的情况肯定是存在的。“孩子接种后出现了状况，有可能是有关，也有可能无关、偶合，这是科学规律。”
“现在问题是判定诊断机制不合理，导致很多家属对即便正确的偶合诊断也存怀疑态度。”他指出，按照目前有关规定，接种疫苗出现状况后，只能由疾控部门去调查然后再诊断，“自己调查自己，不合理、不公平。”
陈涛安建议，疫苗异常反应诊断，要取得人们尤其是家属的认同，应由权威的第三方、中间机构进行调查诊断，建立新的诊断机制，从而避免疾控部门既当“运动员”又当“裁判员”。
国务院在2005年6月1日颁布了《疫苗流通和预防接种管理条例》，其中第四十六条规定：因预防接种异常反应造成受种者死亡、严重残疾或者器官组织损伤的，应当给予一次性补偿。而如果诊断为偶合，则自己承担责任。
陈涛安认为现有的补偿机制，不太合理。“打疫苗99%为社会做贡献，满足社会防病的需要，1%为满足自己防病需要。在为人类反击传染病过程中，某个人出现了状况，本身应该救助的。放任不管人家的，这是不合理的。”
陈涛安认为，儿童预防接种后出现状况，不能先诊断，国家应先救治。“如规定两周内有了特殊情况，且属于一些特定的疾病，病情危急严重，应不管有关无关，先救治再诊断。从而使患儿早救治、早康复，降低身体损害程度，等危险期过后再慢慢讨论谁的责任。”
广东药学院公共卫生学院一位教授建议道，希望完善已有的补偿机制，或者可以借鉴国外一些国家的成功经验，建立“预防接种不良反应研发和救济基金”，让疫苗生产企业等社会力量参与进来，保护被接种人群的合法权益，建立补偿救助机制，以减少预防接种不良反应带来的损失。
北京大学医学部免疫学系副主任王月丹曾就如何完善“疫苗后遗症”群体的救济制度，建议道：疫苗企业本身设立经费进行研究和救助；民间机构募集经费；保险企业针对疫苗设立保险险种；政府强有力的管理和法规的落实都是非常重要的。编辑： 牟青
