新华网北京12月30日电(记者 陶叶)30日上午，国务院新闻办公室举行新闻发布会，邀请国土资源部副部长、国务院第二次全国土地调查领导小组办公室主任王世元和国家统计局副局长张为民等介绍第二次全国土地调查主要数据成果。王世元介绍，2006年12月，国务院部署开展第二次全国土地调查，并成立了12个部委局组成的领导小组。2007年7月，国务院召开电视电话会议，全面部署这项工作。历时三年，全面完成了调查任务。
王世元说，二次调查是新中国成立以来首次采用统一的土地利用分类国家标准，首次采用政府统一组织、地方实地调查、国家掌控质量的组织模式，首次采用覆盖全国遥感影像的调查底图，实现了图、数、实地一致，做到了全面、真实、准确。
王世元介绍，全国土地调查是重大的国情国力调查。自1996年完成第一次全国土地调查十年间，土地利用状况发生了很大变化，原有的土地调查数据成果难以满足需要。
第二次全国土地调查全面查清了全国土地利用现状，掌握了各类土地资源底数。截止到2009年12月31日，全国耕地13538.5万公顷，园地1481.2万公顷、林地25395.0万公顷、草地28731.4万公顷，其他主要地类数据请详见《公报》。同时，建成了全国土地利用基础数据库；建立了土地变更调查新机制，实现了常态化土地利用变化监测；构建了国土资源管理“一张图”和综合监管平台。
