  广州公租房政策从2010年首次抛出《征求意见稿》以来,阵痛四载终于出台了明确的分配方案,6709套公租房是广州市历史上推出量最大的一批租赁性保障房,覆盖天河、海珠、黄埔、荔湾等区。


  与以往保障房分配最大的一个不同点是,这次公租房采取先配租再进行资格复核的方式进行分配,需提醒的是,如果获得配租资格放弃配租,必须在规定时间内到住房保障办“书面确认弃租”,否则将丧失分配公租房的资格。


  最便宜月租24元 仅限低保特困家庭


  6709套公租房分两批进行分配,涵盖单间、一房一厅、两房一厅、三房一厅等四种户型,低收入、低保、特困家庭仍延续原政策,按“一元一平方”的价格付房租,也就是说,最便宜的是位于亨元花园的单间,只需24元的月租便可租得一个24.9平方米的单间。

  最多可获1562元租金补贴


  除了低收入、低保、特困家庭外,其余被纳入公租房配租资格范围的家庭,则需按照市场租金的2成-5成缴纳租金(减除相应自有住房面积)。与“最便宜房租”相对应的是,如果申请家庭没有自有产权住房或租住公房,最高可以获得1562元/月的政府租金补贴,这个户型是位于聚德花苑的三房一厅,面积57.46平方米,也是这次公租房集中房源中最大面积的户型。不过,要获得如此额度的政府补贴,申报家庭人均月收入需在800元以内,且没有自有产权住房和租赁公房。


  根据《指引》,除低收入低保特困家庭外,其他申请者每月将获得数百至千余元的政府房租补贴,其中“三房一厅”、人均月入低于800元且无房(或无租公房)的家庭,每月可获政府补贴额度均过千元,是多种补贴类型中补贴额度最高的。

  哪些人有申请资格?


  除低收、低保、特困家庭外,家庭月人均可支配收入须在800元-2066元范围内,且自有产权或租住房屋面积需符合以下要求才能获得申请公租房资格:


  申请者如租住直管房、单位自管房的,所租住的房屋人均建筑面积应低于15平方米(或人均居住面积低于10平方米);


  申请者如有自有产权住房的,房屋产权人均建筑面积低于9平方米。


  自有产权住房人均建筑面积超过9平方米不足15平方米的家庭,政府不予提供公租房,直接发放差额住房租赁补贴。


  已承租直管房或单位自管房的家庭,在承租并入住公共租赁住房后,应当在1个月内退回原居住的直管房或单位自管房;逾期不退的,根据合同规定收回所承租的公共租赁住房。


  公租房租金补助怎么算?


  政府根据申请者收入分档次发放租金补助,计算公式为:租金补助=(承租公租房建筑面积-自有产权住房建筑面积)×补助标准


  家庭年人均可支配收入低于或等于9600元(即月收入800元),补助标准为公布的公共租赁住房租金标准×0 .8;

  列入第二批分配的聚德花苑将推出906套公租房房源,其月租金标准高达34元/平方米,是所有项目中最高的。1户无自有产权住房的家庭,家庭年人均可支配收入为20664元至24975元,租金补助标准为公共租赁住房租金标准×0.5,承租该项目最大建筑面积为57.46平方米的三房一厅公租房,每月要缴纳1953元的租金,但是该家庭可以拿到976元的租金补贴,实际每月只要支付977元。

  所选房源点若与家庭不匹配 将承担落选风险


  这次推出的公租房房源分2批,共8个房源点,其中一房一厅达2005套,两房一厅达3147套,三房一厅达1313套,单间达244套,总套数达6709套。


  其中,第1批房源2178套,房源点包括天河区安厦花园、各区分散房源,这些均为现房;第2批房源4531套,房源点包括海珠区裕惠苑、聚德花苑,黄埔区苗和苑、亨元花园,白云区民惠居、坪德苑,这些目前仍然在建。


  根据“家庭人口与户型对应原则”,这批公租房分配的原则是:原则上4人以上家庭分配三房一厅,3人户家庭分配两房一厅,2人户家庭分配一房一厅,1人家庭分配一房。但是,如果三房一厅在满足4人以上家庭需求之后仍有剩余房源,可以向3人家庭进行配租,其余房型均依此类推。


  与此前保障房分配不同,这次每个配租家庭最多可以选择3个房源点。选择的房源点越多,意味着获得配租的可能及选到心水房源的可能性越大。


  不过,广州市住房保障办提醒,市民在填写意向登记表时,申请者选择的房源点如果没有与家庭人口相对应的户型,申请者需自行承担未获配租的风险。


  比如,1人家庭选择了“分散房源(黄埔区)”作为意向房源点,因这个房源点仅有一房一厅房源,而一房一厅只有在满足2人家庭的需求后有剩余的才向1人家庭配租,所以如果该房源点向2人家庭完成配租后没有剩余的,则选择该房源点的1人家庭未获配租该房源点房源。


  未在规定时间内递交复核资料 将被视为放弃


  从领取分配指引到发放入住通知书,6709套公租房的分配过程包括13个环节,涵盖2个批次,逾时过半年,在13个环节中,有两个时间节点申请者需特别留意,否则将要担负“放弃这次配租资格”和“放弃以后配租资格”的风险。


  获得配租资格的分配对象需在规定时间内向户籍所在地街镇递交《复核表》和《申报表》,第1批房源交表时间为2014年4月14日-5月9日,第2批房源交表时间为2014年6月3日-6月27日。如果未在规定时间内递交资格复核资料的家庭,将被视为放弃这次配租资格,无缘参加6709套公租房的分配。


  弃租后需“书面确认”才能保住申请资格


  放弃首批配租资格后,此前获配租资格的市民还需在规定时间内(第1批房源2014年5月9日前,第2批房源2014年6月27日前)前往广州市住房保障办事窗口(地址:越秀区豪贤路仁生里36号)书面确认弃租。从书面确认弃租的次月起重新轮候,与新申请对象一同由系统集中于该月最后一天进入第三序列,自动随机产生轮候号;如果未在“规定时间”内书面确认弃租,会被视为放弃公共租赁住房保障。


  优先配租对象只享受一次优先机会


  值得提醒的是,优先配租的对象只享受一次优先配租机会,如果获配租公租房之后弃租的,再次申请配租公租房,将不再给予优先配租。


  超过10套的房源点开放“踩点”仅两天时间
