日前，中组部印发《关于进一步做好领导干部报告个人有关事项工作的通知》，要求各地区各部门认真贯彻落实党的十八届三中全会精神，不断强化对领导干部的监督，进一步做好领导干部报告个人有关事项工作。《通知》要求，领导干部要严格按照中共中央办公厅、国务院办公厅2010年印发的《关于领导干部报告个人有关事项的规定》，积极主动报告个人有关事项，保证填报内容真实准确。《通知》明确，领导干部要严格遵守报告纪律。对无正当理由不按时报告、不如实报告或隐瞒不报的，根据情节轻重，给予批评教育、限期改正、责令作出检查、诫勉谈话、通报批评或者调离岗位、免职等处理；构成违纪的，依照有关规定给予纪律处分。凡不如实填报或隐瞒不报的，一律不得提拔任用、不列入后备干部名单。《通知》提出，今年起将开展领导干部个人有关事项报告抽查核实工作。据了解，抽查核实工作主要是对报告材料的真实性和完整性进行核实，每年按一定比例开展随机抽查。同时，根据工作需要对拟提拔的部分考察对象、拟列入后备干部人选对象和其他需要核查的对象进行重点核查。
现行规定威慑作用没到位
现行的《关于领导干部报告个人有关事项的规定》是2010年发布的，目的是通过报告个人有关事项，加强对党员领导干部管理和监督，促进党员领导干部廉洁从政。
中央党校教授辛鸣指出，领导干部报告个人有关事项这几年一直在做，但效果并不明显，没有达到制度安排的预期目的。“现在领导干部在报告个人有关事项的时候，愿意报就报，不愿意报就不报，不仅内容打了折扣，还出现了虚假信息或缺斤短两的信息。”辛鸣说。

抽查显示房产申报不实
今年1月，十八届中央纪委二次全会明确提出，认真执行领导干部报告个人有关事项制度，并开展抽查核实工作。目前，广东、上海等地已经启动或实施了这项工作。
在率先开展抽查核实的浙江省武义县，当地纪委对14项报告内容进行核实。从结果看，37名抽查对象中有11人进行了重新申报，补报内容全部为房产遗漏，其中有10人漏报房产共14处。同时发现，一些党政正职领导干部在自行申报有关房产问题上存在报告不实的情况。
专家建议公开抽查结果
目前，对于抽查核实的范围、方法、结果运用等方面，还没有出台具体规定。但一些专家表示，抽查应在各级领导干部中全面展开。还有专家建议，应当把抽查结果向社会公开，让监督的范围更大更广，形成的震慑更具威力。
专家指出，领导干部有关事项公开应由试点逐步走向制度化。“最理想的办法是制定反腐败法，并增加现行法律里没有规定的制度，包括领导干部有关事项公开。”北大法学院教授姜明安说。
国家行政学院教授马庆钰说，一个严格意义上的领导干部个人有关事项公开制度，还必须具备法律惩罚的关键环节。“这项制度必须由试点开始逐步推广并完善，建立中国特色的官员财产申报制度还有很长的一段路要走。”

中共中央办公厅、国务院办公厅近日印发了《关于领导干部带头在公共场所禁烟有关事项的通知》。
通知指出，近年来，在公共场所吸烟的现象仍较普遍，特别是少数领导干部在公共场所吸烟，不仅危害公共环境和公众健康，而且损害党政机关和领导干部形象，造成不良影响。为进一步做好公共场所禁烟控烟工作，经中央领导同志同意，现就领导干部带头在公共场所禁烟有关事项发出通知。
通知要求，各级领导干部不得在学校、医院、体育场馆、公共文化场馆、公共交通工具等禁止吸烟的公共场所吸烟，在其他有禁止吸烟标识的公共场所要带头不吸烟。同时，要积极做好禁烟控烟宣传教育和引导工作，督促公共场所经营者设置醒目的禁止吸烟警语和标志，及时劝阻和制止他人违规在公共场所吸烟。
通知要求，各级党政机关公务活动中严禁吸烟。公务活动承办单位不得提供烟草制品，公务活动参加人员不得吸烟、敬烟、劝烟。要严格监督管理，严禁使用或变相使用公款支付烟草消费开支。
通知还要求，要把各级党政机关建成无烟机关。各级领导干部要主动接受群众监督和舆论监督。各级党政机关要加强监督检查，对违反规定在公共场所吸烟的领导干部，要给予批评教育，造成恶劣影响的，要依纪依法严肃处理。
