　　动车上吸烟可处2000元罚款

　　本报讯 记者梁士斌 记者从中国铁路总公司获悉，《铁路安全管理条例》(以下简称《条例》)将于2014年1月1日起施行。

　　《条例》在2005年《铁路运输安全保护条例》的基础上进行了全面修订，对铁路建设质量安全、铁路专用设备质量安全、铁路线路安全、铁路运营安全以及社会公众对保护铁路安全的义务等作了全面规定，确立了铁路“大安全”的理念。

　　与《铁路运输安全保护条例》相比，《条例》主要根据《国务院机构改革和职能转变方案》调整了铁路安全管理体制，按照政企分开和精简行政审批的要求减少了行政许可事项，增加了保障铁路建设质量安全的规定。同时充实了保障高速铁路安全的规定和完善了保障铁路运输安全的规定。

　　乘客的行为有可能影响铁路尤其是动车安全，在动车上吸烟，可导致动车减速甚至紧急停车。因此，《铁路安全管理条例》规定，在动车上吸烟或者在其他列车的禁烟区吸烟将由公安机关根据情节处罚，最高可处以2000元以下的罚款。
