石家庄市地处冀中平原，饲草资源丰富，区位优势明显，是畜牧大市，也是奶业大市，2012年，全市奶牛存栏42.35万头、鲜奶产量120.79万吨，分别占全省总量的 20.6%、25.7%，形成了以君乐宝等乳品企业为龙头，以行唐、鹿泉、藁城、正定、灵寿、栾城等6个奶牛养殖大县为重点，以354个奶牛养殖场(区)为基地的奶业产业化格局。
石市实行奶站与奶牛养殖场(区)一体化建设，实现了“散养入区、挤奶进厅、站企挂钩，全程监管”，生鲜乳质量安全水平不断提升。但与消费者期望相比，与省内外先进水平相比还有很大差距。《意见》提出，到2017年，全市乳粉产能达8万吨(其中婴幼儿配方乳粉5万吨)，质量抽检合格率100%。培育1至2个乳粉“中国驰名商标”。建设生产乳粉用标准化规模奶牛场230个，存栏泌乳牛9.2万头，平均单产7吨，生鲜乳蛋白含量3.2%以上、乳脂率3.8%以上。
为此，石市制定政策改善发展环境，支持石市乳粉加工企业做大做强。吸引国内外大型企业到石家庄奶牛养殖优势区域和乳粉加工基础较好的地区投资建厂。鼓励乳粉企业兼并重组、盘活闲置资产，加强与知名乳粉企业的沟通对接，实施强强联合、跨地区兼并重组，鼓励和支持重点企业建设乳粉加工项目，扩大生产能力，提高产品质量。
优先支持企业实施技改扩容，自建奶源基地，延伸产业链条。到2017年，全市建成君乐宝等1至2家年产5万吨以上的乳粉企业集团。同时，石市将建设生产乳粉用标准化奶牛场。围绕乳粉加工龙头企业需求，瞄准国际质量标准和先进饲养模式，除奶牛养殖大县行唐县以外，市级再增加鹿泉、藁城、正定、灵寿、栾城等存栏在2万头左右和有发展潜力的奶牛养殖大县。
加快奶牛养殖小区通过股份制改造、托管、寄养等方式向规模养殖场转型升级，对暂不具备转型条件的奶牛养殖小区实行统一配种、统一防疫、统一饲养、统一挤奶、分牛计量、分户核算的“四统二分”的养殖模式，加速整合一批、提升一批、收购一批、建设一批生产乳粉用标准化奶牛场。2015年，婴幼儿配方乳粉生产企业自建或建立利益联盟的基地奶源要达到100%。严格婴幼儿配方乳粉市场主体准入和质量监管，增加抽检数量和频次。
