新华网北京12月30日电(记者李江涛) 针对网民关心的有关“首都师范大学70多名学生本科变专科”的情况，首师大30日回应称，与其合办教学机构的公司存在虚假宣传等行为，学校有关单位负有监管不力的责任。
据相关消息称，2011年，70多名学生通过高考被首师大录取，学校当时承诺发本科学历，但两年多后，学生们被告知他们的学历竟从全日制本科变成了成人教育专科。
首师大美术学院常姓党委书记在30日举行的新闻发布会上说，首师大高等美术教育研究中心(简称“高美中心”)是一家向社会公众提供美术类职业教育培训服务的专业机构，其性质为非学历教育培训机构，自身并不具备颁发任何性质高校学历证书和学位证书的法定资格。
据介绍，2011年7月，高美中心(甲方)与北京东方致远教育科技有限公司(乙方)签订“职业培养课程班培训协议”。协议规定“由乙方组织招收学员到甲方进行二至四年全日制课程班学习，学员学习期满，成绩合格后颁发高等美术教育研究中心结业证书”。
记者看到，协议上规定：乙方“负责所有前期推广及招生咨询工作”，负责“提供该项目合法的招生办学信息，保证信息的真实性、有效性和准确性、服务承诺的严谨性，因乙方提供的信息失实而造成的纠纷由公司方承担全部责任”；此外，乙方“在项目推广过程中，必须严格遵守国家及当地的相关法律法规，必须如实向学生介绍项目有关情况，不得有虚假宣传和虚假承诺；不得利用甲方名义进行非法活动，不得损害甲方的声誉和权益，否则出现后果由乙方承担全部责任”。
常书记通过现场对比向记者介绍，高美中心同意签字印发的录取通知书中不含“本科”字样，学生收到的含“本科”字样的录取通知书是由致远公司虚假宣传、擅自添加，上面也没有学校全日制统招本科录取通知书上加盖的“首都师范大学招生专用章”。另外，通知书上美术学院公章也不是原章。对于该公司的所作所为，高美中心和美术学院均不知情，也未有任何参与行为。
对于“大学读到三年，本科变专科”的问题，常书记说，这些学生参加的只是职业教育培训，不是统招全日制本科教育，不存在本科变专科的问题。2011年10月，这些学生完成了国家成人教育考试信息采集，考试通过后填写了“首师大成人教育高中起点专科(业余)学籍登记表”。
常书记向数十位记者展示了学籍登记表。他表示，高美中心在此事中负有监管不力的责任。同时，学校将依法追究致远公司虚假宣传给学校带来的经济、声誉等各方面的损失。
据了解，目前首师大已与学生们达成协议，68名学生选择留在学校继续完成学业，学校给他们每人补贴7万元；另外3名学生选择离校，每人获得学校补贴8万元。
按照高美中心与致远公司所签协议上的地址，记者30日下午来到公司所在地北邮科技大厦，多位物业人员均表示，大厦内没有这家公司。协议上该公司联系人的电话一直无法接通。
