受了骗，又去骗别人
刘杰是去年9月收到的通知书，学校打出的名号是河南工商行政管理学校，通知书上说是与河南工商行政管理学校联合成立的高等院校，依托于河南工商行政管理学校等多所高等院校的优质教学资源，统招入学。
3个多月前，刘杰与父亲高高兴兴地来到开封，准备到学校好好学一门技术。然而，当他和父亲拿着录取通知书费尽周折找到河南工商行政管理学校时，却被告知是要去郑州的河南理工学校校园里的郑州博大职业技术学校报到。
“来到河南理工学校校园后，我的眼泪几乎都要掉下来了。这里的校园环境远远不如开封的工商管理学校，尽管很失落，还是选择留下来。毕竟上学不容易，就勉强报了到。”刘杰描述道。
“就读两个月后，我才发现，我的学籍并不属于河南工商行政管理学校，而是属于郑州博大职业技术学校。后来，学校又告知我们，如想拿到大专毕业证，在校期间必须参加成人高考。我顿时感觉被 ‘忽悠’了。”刘杰说。
刘杰最后得知，他就算通过了成人高考，拿到的也不是河南工商行政管理学校简章上所说的河南牧业经济学院的大专毕业证，而是河南工业贸易职业学院继续教育学院颁发的成人大专毕业证。
“今年8月，我们去郑州市金水区教体局报考成人高考时得知，在读高中生、中专生不得报考成人高等教育，即便是像他们说的那样现在政策放宽到满16周岁，我们班的新生有几个满16周岁？年龄不够16周岁就不能报考，不报考哪里来的成教大专学籍？真不能理解。”刘杰说。
刘杰告诉记者，现在他只求郑州博大职业技术学校能退还他余下的学费，回到老家再找个中学复读，参加明年6月的中招考试。
有刘杰这种遭遇的，远不止他一人。学习汽车运用与维修的王磊说：“该校对外称现设置计算机应用、市场营销、电子商务等，其实都是子虚乌有的。最令我们难受的是，学校领导之前一直说我们是统招生，但当时身份信息已被采集，也没法转学或者回去复读，也只能这样熬下去。”
王磊还告诉记者，今年6月，该校老师就动员学生参与今年的招生工作，“听说提成很高，我感觉是把人家往火坑里推，就没去。一位参与招生的同学告诉我，今年学校光录取通知书就投了数千份。”
后来记者从参与招生的同学口中得知，这些受骗来到郑州博大职业技术学校的学生信息，都是他们这些已经被骗的学生到全省各地初级中学，从班主任那里搜集来的学习较差的学生信息。
承诺三年能拿“两证”
根据举报学生提供的地址，记者在河南理工学校食堂三楼的培训学校招生处找到了“郑州博大职业技术学校”。
在该学校的招生处，记者看到办公室门口挂有“郑州博大职业技术学校培训部”和“河南工业贸易职业学院继续教育学院”两块牌子。
在招生办公室，记者以初三学生家长的身份进行咨询，该校一位自称姓张的老师说：“‘三年两证’就是初中生要先读中专，中专毕业后，10月参加全国统一的成人教育高等考试，成绩合格，由我们推荐到开封大学、河南工业贸易职业学院、郑州轻工业学院、河南工业大学等一些好的省内院校读大专。”

近日，记者以学生家长身份来到河南理工学校招生办公室。针对记者提出的“三年两证”办学，河南理工学校招生办刘老师说：“你说的这个，应该是租用我们学校食堂三楼的那个培训学校办的，他们开设的‘三年两证’课程班与我们学校没有任何关系。”记者临走的时候，这位刘老师还提醒记者：“不要轻信承诺，谨防上当受骗，不然就毁了孩子的前程。”

记者在河南省工商行政管理学校的官方网站查询到，该校是教育部首批命名的“国家级重点中专”。“三年两证”课程招生简章上写着，中专学生大专阶段将到河南牧业经济学院学习。但是，简章对“三年两证”究竟如何拿到大专毕业证并没有解释。随后又在该网站查询到，“三年两证”招生热线负责人，分别是王老师和张老师。记者拨打张老师的电话，竟然和郑州博大职业技术学校招生处的“张老师”是同一个人。
记者以学生家长的名义致电河南省工商行政管理学校招生办公室主任高荣海。他说：“我们学校是负责‘三年两证‘招生的。你若想了解‘两年三证’更详细的信息，建议来学校当面了解。不过，我还是建议你的孩子上‘3+2‘大专，这个比‘三年两证’更有含金量。”
记者随后来到位于开封的河南工商行政管理学校核实情况。当记者提出学校是否有“三年两证”的办学模式时，招生办主任高荣海又说：“这个可能是学校某些老师私自联合校外人员搞的，与学校没有任何关系。”
采访过程中，记者多次接到自称是河南工商行政管理学校招生办张老师打来的电话，向记者推荐“三年两证”课程，记者随即与该校高荣海老师核实。高荣海告诉记者，该校并无这位张老师。
刘杰告诉记者，入学报到那天，就是这位张老师把他安排到郑州博大职业技术学校上课的。
随后记者电话采访了河南省教育厅职业与成人教育处。该处一位工作人员表示，他们并不知情公办中等专业学校“三年两证”招生模式。即使是“3+2”大专，也只能拿到一个证。如果学生中专毕业继续深造，就只颁发大专毕业证。不继续深造的话，只能取得相应的中专毕业证。
“联合办学”属违规，可维权追回学费
记者注意到，郑州博大职业技术学校网站中的内容竟然是：“公司介绍、产品信息、公司留言、诚聘英才”等，学校的登记地址是郑州市京广南路，可是招生简章中的地址却是郑州另一所大学的所在地，所配的图片也是该大学的校门、图书馆等照片。
针对以上调查情况，记者致电郑州市人力资源和社会保障局。该局职业能力建设处张永峰说：“郑州博大职业技术学校在我们这里注册的地点是郑州市二七区京广南路，他们私自更改办学地点，同样违规。该类学校开展办学地点所使用的名称必须与‘民办学校办学许可证’上核准的地点一致。郑州博大职业技术学校属于劳动保障部门主管的非学历民办职业技校，是不具有发放学历证书资格的，更没有资格与公办职业中等学校合作办学，他们只有指导学生获得职业资格证书的权力，很显然学校的做法已经违规了。”
河南省教育厅职业与成人教育处有关负责人也告诉记者，按照有关要求，像郑州博大职业技术学校这样的民办非学历机构不能向学生发放招生录取通知书和学历证书，并且只允许在登记备案的地址办学，其发布的招生简章、广告、入学通知都必须经教育主管部门备案。
那么，教育部门是否允许中专学校与普通高等学校的成人教育“联合办学”呢？对此，河南省教育厅职业与成人教育处负责人说：“目前，教育主管部门并没有批准中等专业学校承办成人高等教育。如果私自联合外校人员开办成人高等教育的，属于违规。”
对于受害学生，河南豫龙律师事务所张献伟律师提供了解决问题的建议。他说，因为河南省工商行政管理学校和郑州博大培训学校的学校性质不同，对于该事件的处理方式不尽相同。如果河南省工商行政管理学校真的和郑州博大职业培训学校有合作关系的话，受害学生应该向教育主管部门投诉处理，由教育行政部门处理，退回多收费用，并给予学校主管部门或直接责任人行政处分。
