如工信部给京东的批文透露，京东可在北京、上海、天津、重庆4个直辖市以及广州、肇庆、茂名、惠州、汕头、珠海、深圳、东莞、中山、江门、佛山、成都、苏州、南京、无锡、徐州、南通、武汉、杭州、嘉兴、绍兴、温州等46个城市范围内与中国电信开展移动通信转售业务试点。
京东与联通合作开展虚拟运营商业务的城市相对偏少，只有35个城市，包括北京、上海2个直辖市及温州、宁波、台州、金华、嘉兴、绍兴、广州、深圳、佛山、东莞、中山、惠州、珠海、江门、南京、苏州、无锡、徐州、南通、石家庄、唐山、保定、济南、青岛、烟台、郑州、武汉、长沙、成都、西安、哈尔滨、南宁、杭州。
工信部在试点批文中严格规定，虚拟运营商必须遵守市场秩序，包括必须执行电信网码号资源、业务资费、市场管理、服务质量、设施建设和运行、安全生产及网络与信息安全等行业管理要求，按照业务界定范围，依法开展移动通信转售业务经营活动。工信部还规定，虚拟运营商预收资金不得用于不动产、股权、证券等投资及借贷。
据京东方面透露，早在2013年1月份，京东就专门成立项目组积极筹备牌照申请工作，经过与几大运营商的多次洽谈，最终与联通、电信就移动通信转售业务分别达成战略合作协议。京东预计在明年5、6月份正式上线虚拟运营商相关业务。
京东将结合互联网特点，进行新的产品和服务的开发和推广。面向用户推出自己的话费套餐、流量套餐以及专有号段，供用户选择。京东将对基础运营商的移动通信服务进行重新包装，打造京东自己的话音、短信、彩信、移动数据包等电信业务服务，以满足不同类型用户的需求。
另据京东副总裁王笑松透露，京东的虚拟运营商业务将与京东JDPhone计划结合，具体是主推联通还是电信，将由用户自己做选择，不会给用户强推某一个运营商的服务。
据悉，工信部颁发了首批“移动通信转售业务”运营试点批文，包括话机世界、分享在线、万网（阿里巴巴）、乐语通讯、华翔联信、天音、京东、北纬通信、浙江连连、迪信通、巴士在线在内的11家中资民营企业获得虚拟运营商牌照。其中，有5家试点企业同时与中国电信和中国联通签约开展合作。
