本报讯(记者 郭剑烽) 去年，本市共批准逮捕犯罪嫌疑人25562人，提起公诉26819件37385人；共立案侦查贪污贿赂案件323件403人。这是记者从昨天结束的全市检察工作会议上获悉的。会议总结了2013年全市检察工作，并对2014年全市检察机关服务保障金融中心建设，深化修改后刑事诉讼法、民事诉讼法实施等工作作出部署。市委常委、市委政法委书记姜平出席会议并讲话。
2013年，全市检察机关认真履行各项刑事检察职能，共批准逮捕犯罪嫌疑人25562人，提起公诉26819件37385人。其中，依法惩治侵害民生民利犯罪，对生产销售有毒有害食品犯罪、生产销售假药犯罪的489人、非法获取公民个人信息犯罪的64人提起公诉；批准逮捕集资诈骗、内幕信息、利用未公开信息交易等金融领域犯罪571人，提起公诉1245人；在自贸试验区设立派驻检察室，为自贸试验区建设提供法治服务保障。
在积极查办和预防职务犯罪方面，全年共立案侦查贪污贿赂案件323件403人，其中，查办损害群众利益的贪污贿赂案件104件127人，占全部反贪案件的三分之一。立案侦查国家机关工作人员玩忽职守、滥用职权等渎职侵权犯罪46人，其中重特大案件25人，占80.6%。进一步完善预防职务犯罪工作机制，积极推进预防职务犯罪地方立法，通过完善惩治和预防职务犯罪年度报告制度，促进了工会资金管理、高校招生、万人就业项目等制度的完善；依托与相关系统的联席会议平台，探索“文化+制度+科技”立体预防模式；受理社会行贿犯罪档案查询6.5万余次，发现行贿犯罪记录28次。
进一步加大诉讼监督力度。针对执法不严、司法不公等问题，开展立案监督104件，纠正漏捕、漏诉965人，提出刑事和民事行政案件抗诉110件，开展民事执行监督30件。加强对公安派出所刑事立案、强制措施适用、扣押财产管理等刑事执法办案重点环节的监督，针对安全防范漏洞等问题提出纠正意见125件。
本市检察机关积极推进询(讯)问室、听证室、宣告室等司法办案场所建设，对部分存在较大争议的不批捕、不起诉、不抗诉，以及羁押必要性审查、和解、申诉等案件实行公开审查和宣告共481件。注重保障律师执业权利，通过制定《上海检察机关依法保障律师执业权利的十条意见》、建立律师网上预约平台、改扩建律师接待室和阅卷室、增设电子阅卷设备。
会议还对2013年度上海检察机关服务大局保障民生十佳案(事)例进行表彰，授予17名检察官“上海检察机关第四届检察业务专家”称号。检察官廉政教育基地也同时揭幕。
