2013年12月27日下午2时许，常德市安乡县竹林鞭炮厂擅自改变产品种类，将生产普通爆竹改为生产大红炮，将原有的机械装药改为人工装药，安排4人从事带药插引，因操作不当发生爆炸，整栋工房倒塌，导致4名插引工当场死亡。
2013年12月28日7时30分许，澧县杨家坊乡燕涔村发生疑似制造烟火药爆炸事故，造成6人当场死亡，一栋废弃房屋倒塌，周边数栋房屋不同程度受损。
湖南省安委会通报认为：同一地区同一行业事故接连发生，损失惨重，造成很坏的负面社会影响。经初步调查，这两起烟花爆竹事故，分别是因违规操作、非法生产导致的。
