  此外,禅城区保障房目前仍主要面对户籍人口进行分配,南海区保障房目前则以外来务工人员为保障主体。陈小勇称,“2008年至2010年建经适房、廉租房时,两区都解决了不少本地户籍人口的入住需求。因禅城区是老城区户籍人口较多,很多当时没得到解决的人条件符合,可继续轮候排队;南海区的大部分户籍人口2010年底前已得到满足,目前保障房主要面对外来务工人员。”
