“零点报告”全过程未提“劳教”
2014年1月1日零时，随着市司法局局长于泓源“零点报告行动开始”的命令，全市司法行政系统监管场所和区县司法局统一行动，通过视频指挥系统依次逐级向市司法局指挥中心报告监管安全情况。
在各分会场汇报的画面和声音中，未出现“劳教局”的字眼，且劳教局的相关单位做汇报时，出现的背景画面是“零点报告行动指挥中心”。

昨日，位于大兴区团桂路1号的团河劳教所正门西侧墙壁上，挂着写有“北京市监狱团河二监区”字样的不锈钢标牌。

位于大兴区的天堂河劳教所，原先大门东侧墙壁上，贴着一上一下两行字，上面是“北京市天堂河劳动教养所”，下面是“北京市天堂河强制隔离戒毒所”。
昨日下午，同一位置只剩“北京市天堂河强制隔离戒毒所”字样，其上的“教养所”字样仅还有隐约字痕。
“里面已经空了。”值班人员称，“以后归哪儿管都不知道。”
据了解，天堂河劳教所始建于1960年。2007年2月2日被司法部列为首批戒毒康复试点单位。在2008年6月1日前，主要承担吸毒型、普通型及女性患病劳教人员的管理教育工作，其后又增加了强制隔离戒毒职能，成为北京市司法行政系统首家强制隔离戒毒所。
同样摘除标牌，释放劳教人员的还有汇林南街的未成年劳教所、魏永路上的女子劳教所以及清源路上的新河劳教所。
其中，未成年劳教所门口，一块绿色苫布盖住了贴有其名称的大理石，值班人员称是“几天前遮起来的”。
女子劳教所门口，则无任何标识，“我们这儿一直都没有(牌子)。”值班人员称，此处“很早就没有人了”。
■ 专家观点
建议恢复工读学校
近段时间，在媒体报道以及网络讨论中，有一些人担心劳教制度废止后，社区矫正将会成为另外一种劳教。
对此，2013年11月29日，司法部副部长赵大程在国新办发布会上回应称，社区矫正与劳教制度不能混同。社区矫正适用的范围、对象，是法律判决被管制的、宣告缓刑的、假释的或者被暂予监外执行的罪犯。而劳教是有违法行为，但又不构成犯罪的，采取的一种强制教育的措施。
赵大程介绍，与劳教进行集中管理不同，社区矫正服刑人员不脱离他的家庭和熟悉的生活环境，然后对他进行思想教育。
法学专家、司法部研究室原主任王公义表示，社区矫正只是接手了原劳教制度的一部分，劳教制度的废止还需要好几部分法律来衔接。废止劳教后，起码要修改5部法律，如《刑法》、《刑诉法》、《治安处罚法》、《行政法》、《行政诉讼法》都要修改。
王公义说，还有青少年犯罪，原来关在劳教所，现在劳教没了，建议恢复工读学校，由心理学、管理学等方面的老师教育和帮助他们。
