  新华网合肥1月2日电 (记者 马姝瑞)记者从安徽省人民政府办公厅了解到,为做好棚户区改造安置补偿工作,该省将探索建立健全棚户区改造安置住房的共有产权制度,符合条件的城市低收入家庭可购买部分棚改房产权。


  “安徽最早在宣城市已经试点开展了棚户区改造安置房的共有产权制度,全省许多地市也已经开展此项工作。”安徽省住房和城乡建设厅住房保障处处长钟治峰介绍说,“对棚改安置房超出原有住房面积的部分,居民既可以通过购买来获得房屋全部产权,也可缴纳租金从而只享有部分产权。”


  记者了解到,安徽省此番明确,棚户区改造安置住房产权归被征收人所有的,可按商品住房确认产权,各地可结合实际另行制定具体办法。同时,全省将积极探索棚户区改造安置住房共有产权制度,允许符合条件的城市低收入家庭购买部分产权。


  此外,安徽省还提出,棚户区改造实行实物安置和货币补偿相结合,由棚户区居民自愿选择。对经济困难、无力购买安置住房的棚户区居民,可以通过提供租赁型保障房等方式满足其基本居住需求,或在符合有关政策规定的条件下,将其纳入当地住房保障体系中统筹解决。


  据统计,2013年至2017年,安徽计划力争改造各类棚户区150万户左右,使居民住房条件得到明显改善,基础设施和公共服务设施建设水平不断提高。
