企业碳排放超标每吨最高罚250元
本报讯(记者林艳) 近日，市人大常委会通过《关于北京市在严格控制碳排放总量前提下开展碳排放权交易试点工作的决定》，规范对企业碳排超标的处罚。按本市碳排交易市场初期50元的均价算，企业碳排一旦超标，每吨最高将被罚250元。
去年本市碳排交易试点工作启动后，市发改委向企业发放年度排放配额，并规定企业必须将碳排控制在配额数之内，超出部分需在碳排交易市场进行配额购买。此次，市人大《决定》明确，企业必须重视该碳排配额，超标时除了需要付出成本购买碳排指标外，还将受到相应的处罚。《决定》指出，重点排放单位超出配额许可范围进行排放的，由市政府应对气候变化主管部门责令限期履行控制排放责任，并可根据其违规碳排放量，按照市场均价的3—5倍予以处罚。
