根据最新制定的北京市2013年到2017年清洁空气行动计划，到了2017年北京市PM2.5年均浓度应该降到每立方米60微克以下，经过一整年的努力，现在人均浓度是达到了89.5微克每立方米。
上周中科院对汽车尾气对整个大气污染的贡献率做了一个说明，说明当中提到是汽车尾气和垃圾焚烧一共是占到4%。在今天发布会上北京市环保局副局长方力也是新闻发言人他回应这4%只是一家之言，作为科学的这样一些研究那么数字还是需要多样性的，这点还是非常欢迎的。但是作为政府权威发布还是应该尊重事实，研究的数据现在非常多，同样来自中科院物理所的数据，曾经指出汽车尾气曾经占到50%。目前北京市环保局采用的23%的数据是综合了各方的研究的成果，也是尊重事实的选择。
在发布会上，北京市环保局副局长方力从机动车的保有量、日消耗的汽柴油量还有排放污染物的总量角度证明了汽车尾气的排放确实不太可能是只有4%的，同时指出中科院发布的无机气溶胶本身也含有汽车尾气所贡献的部分。
