59岁的崔爱国大学文化，2000年5月担任丰台区人防办主任，2007年起任民防局局长。经审理查明，2007年，崔爱国利用担任丰台区民防局局长的职务便利，为北京星河城物业管理有限公司、北京宜泽隆物业管理有限公司在租赁和使用人防工程中谋取了不正当的利益，后在换购丰台区镇国寺北街8号院一套房屋过程中，收取两公司支付的差价、房屋契税、公共维修基金、停车管理费等共计人民币104万余元。
此外，2005年至2011年间，崔爱国利用担任丰台区人民防空办公室主任、民防局局长的职务便利，为贺晓郁承租人防工程提供帮助，先后收受贺晓郁出资60余万元购买丰台区风荷曲苑住房一套、出资人民币140万元购买丰台区玺萌鹏苑住房一套。
2012年8月15日，崔爱国被抓获。
辩称情人关系是共同财产
对于收受两家物业公司贿赂的指控，崔爱国没有异议，但对检方指控他收受女老板贺晓郁贿款的事实，崔爱国受审时辩称，他和贺晓郁是情人关系，没有收受贺晓郁贿赂，也没有利用职务便利为贺晓郁谋取不当利益。
崔爱国说，他于2003年底经某领导的介绍认识了贺晓郁。之后，他只跟两个下属打过招呼，说贺晓郁是领导介绍来的人，以后涉及什么工程，尽力从中协调关系，但自己从未具体针对哪项工程打过招呼。
“实际上，我和她之间是一种事实上的谈婚论嫁的关系。”崔爱国说，他和妻子感情一直不太好，曾几次想要离婚，但都因孩子没有离成。他与贺晓郁在2005年成为情人后，就开始给她大笔的钱，2007年同居后又将自己全部存款、卖房款以及工资卡等，全部交由对方保管，对方用于购房等投资。如果将来二人一起生活，就由贺晓郁负责理财，如果二人分手，贺晓郁把这些钱按照银行利息全部返还给崔爱国。
崔爱国的辩护律师认为，崔爱国与贺晓郁共同生活，是事实上的夫妻关系，二人具有共同的财产，不可能形成行贿与受贿的关系。此外，辩护律师还提出，崔爱国在侦查期间揭发他人犯罪，并提供了有关线索，有重大立功表现。
女老板靠人防赚千万
41岁的贺晓郁是北京市晓江文化传播中心负责人，大学文化程度，她因涉嫌行贿也于2012年8月16日被刑事拘留，已被公诉至丰台法院。
据贺晓郁说，她从2003年起开始做人防工程，通过崔爱国等人的帮助，在丰台区承租了16处人防工程，其中有两处工程没有交纳人防费，除了4处是自己使用，其余的都转租了出去。贺晓郁使用的这些工程都没有人防工程使用证，在使用过程中遇到关停等情况，也是由崔爱国出面协调，崔爱国跟历任民防局开发中心主任都打过招呼，给了贺晓郁各种照顾。这些年，贺晓郁利用这些人防工程大约赚取了净利润1000多万元。
2010年，根据北京市民防局的新规，新的人防工程不允许启用，旧的工程到期后不允许再续签。但在2010年底，贺晓郁还是成功地和丰台民防局签了七八处人防工程使用合同。丰台民防系统的相关领导作证说，大家都知道贺晓郁与崔爱国关系不错，贺晓郁没有人防工程使用证且按规定人防工程不能转租，但因崔爱国跟他们打过一次招呼，有时还会要求他们特殊关照，所以对贺晓郁的承租资质不会认真审核。贺晓郁承租的一处人防工程还因扰民遭到投诉需要被关停，后来也是崔爱国多次和物业协调解决的。有同事想要处罚贺晓郁，还曾被崔爱国批评。
遭纪委调查后甩卖房产
为了感谢崔爱国的帮助，也为了在以后的人防工程使用过程中得到崔爱国的关照，贺晓郁出钱为崔爱国购买了风荷曲苑小区的房子。因为担心被老婆知道，崔爱国让贺晓郁用她的名字买的房子。此后崔爱国也曾想过户，但又觉得太招摇，就放弃了。2009年，纪委开始调查崔爱国的经济问题，他非常害怕，有四五个月都不联系贺晓郁。2010年九十月份的时候，崔爱国觉得这套房子不踏实，怕出事，就让贺晓郁把这套房子卖了。
“我和他就是行受贿关系，我也是不得已的。”贺晓郁的证言显示，2010年，崔爱国在她面前总是提起自己儿子的婚事很不顺，交往的几个女朋友都明确表示要出来单住，贺晓郁就明白崔爱国想让她给他儿子买一套婚房。她对崔爱国说在马家堡附近买一套小一居，崔爱国同意了。2010年九十月份，贺晓郁看上了玺萌鹏苑的一套一居室的房子，她给崔爱国打电话，崔爱国表示同意，贺晓郁买这套房一共花了140万元钱。
此后，崔爱国说房子暂时不用，让贺晓郁把房子租出去，贺晓郁收取租金。2011年，崔爱国觉得纪委调查他经济问题一直没有结论性意见，这房子让他心里很不踏实，就让贺晓郁赶紧把房子卖了。贺晓郁到中介公司把房子挂出去卖，但挂了一个多月没卖出去。因为崔爱国非常着急，贺晓郁最后把房子卖给熟人，140万元买的房子只卖了120万元。
亲属积极退赃获轻判
对于辩护律师所提崔爱国与贺晓郁是事实上的夫妻关系，不可能形成行贿、受贿关系的辩护意见，法院审理后认为，崔爱国与贺晓郁并非夫妻，崔爱国的当庭辩解也否认他和贺晓郁是共同财产关系，故辩护律师的辩护意见不能成立。
对于崔爱国说收受贺晓郁出资为他购房是他委托贺晓郁“理财”的说法，法院认为没有证据证明。对于辩护人所提崔爱国揭发他人犯罪，有重大立功表现的辩护意见，法院认为尚未查实，不能认定为立功。
法院在判决中指出，崔爱国身为国家工作人员，利用职务上的便利，为他人谋取利益，收受他人财物，数额特别巨大，其行为已构成受贿罪，鉴于崔爱国亲属能够积极为崔爱国退缴赃款等情节，对崔爱国酌予从轻处罚，以受贿罪判处崔爱国有期徒刑12年，在案扣押人民币104万余元予以没收。
