2013年12月28日，琼中最落后、最贫困的偏远山村———大丛村实现整体搬迁，全村30户村民集体告别棚屋，住进崭新的现代化别墅。同时，关乎大丛村未来发展的三个重要项目———文明生态村、琼中吊罗山瑞金种养专业合作社、大丛村客栈正式在大丛新村挂牌。这标志着这个原始黎村终于告别一穷二白的历史，正式踏上一条充满希望的致富新路。
告别棚屋住别墅
青山脚下，绿水之上，15栋精装别墅栉比鳞次，30户黎族村民喜笑颜开。屋顶上甘工鸟振翅欲飞，房檐下大力神栩栩如生，新居内现代化家电一应俱全。在喜庆的鞭炮声中，附近十里八村的黎族、苗族同胞身着节日的盛装欢聚在一起，专程赶来见证、庆贺大丛村喜迁新居这一盛事。这是12月28日记者在大丛新村见到的一番风景。
看到这一切，大丛村村民李燕宛如置身梦境。直到看到自己的老公黄家荣在房屋赠送租赁移交协议上签字，直到自己拿到钥匙亲手打开新房的门，她才相信这一切是真的。诚然，如果你见过隔河相望的大丛旧村的模样，你也许会和她一样难以置信。因为，幸福来得太突然。
大丛村位于吊罗山乡响土村委会，村庄沿河而建，历史可追溯到20世纪初。村舍多是竹木结构的棚屋，几乎没有“不透风的墙”。每逢雨季来临，泛滥的河水就会将村庄淹没。住了三代人的老房子，历经百年风雨，早已破败不堪。大丛村山多田地少、交通不便，村民的收入极低。据统计，2012年大丛村年人均纯收入只有950元。
得知大丛村的现状后，我国著名学者、改革理论家、《人民日报》原副总编辑周瑞金先生非常震撼，决定把退休后在海南工作13年的报酬1200余万元拿出来支援大丛村建设，帮助村民改善生活环境，脱贫致富。经过将近2年多的施工建设，大丛新村新建落成，并于12月28日正式完成搬迁。
致富新路“三步走”
授人以鱼，不如授人以渔。在援建大丛村的过程中，周瑞金认为，仅改变村民们的居住环境是远远不够的。通过研究分析，周瑞金提出了一个将大丛村村民改造成为新农民的“三步走”计划。
“三步走”计划具体为：第一步，以最快的速度改善村民的生活环境，大力发展经济，造就一个新农村；第二步，通过走新的合作经营道路，到2015年使村民的经济收入大幅翻番；第三步，通过一段时间的培育，待村民的接待能力、服务能力等整体提高后，在大丛村发展旅游业。
“三步走”计划大致的思路大致如下：一是组建团队，成立“物业管理组”和“经营管理组”，把大丛村建设成富美乡村，成为新型3A级旅游景区；二是通过与村民签订房屋“租赠协议”，约束村民行为，有效引导村民转变思想观念和生产生活方式；三是通过“政府+企业+农村+农户”的发展模式，引入第三产业，带动第一产业发展；四是以家庭承包为基础，以合作经济为载体，将农民重新组织起来谋发展。
“让村民站在一个反战的新起点上，这比让他们住上新房子的意义更大。”周瑞金说。通过以上几方面举措，尽快提高村民的经济收入，同时逐步改变村民的思想观念，使之成为具备新观念、掌握新技能的新型农民。
