河南纪委 蹲点高速路检查公务车
2013年12月30日，河南省纪委发布公告称，即日起省纪委将对公款购买赠送土特产等节礼行为进行集中监督检查。
据介绍，此次监督检查将组织全省各级纪检监察机关，协调工商、税务、公安、财政、审计等相关部门，邀请新闻媒体参加，以节礼的购买、赠送和收受等环节为重点，采取省市联动的办法，通过明察暗访、重点抽查、受理举报、调查处理、公开通报等方式进行。
河南省纪委将组成多个检查组，通过录音、录像、调取视频监控、询问、约谈等方式，到入郑高速路口、各单位门口和停车场、单位附近的餐馆饭店等地方检查公务车辆是否携带土特产，到各单位门口、传达室、停车场等地方检查是否有人收受土特产、是否存放有土特产。
河南省纪委还将协调有关部门调取大型商场、饭店宾馆的发票底联，抽查各单位尤其是单位二级机构的财务账册，重点检查近期大额度发票显示物品真实购买情况，防止以办公用品、会议费等名目转嫁节礼支出。

专家观点
监察部门具有行政执法权力
中国社科院法学教授、原北京市高级人民法院副院长陈春龙上午接受《法制晚报》记者采访时指出，反腐既要考虑控制成本投入，也要在法制框架下进行。
陈春龙说，过去一年多来，中央提出了多项老百姓看得见、摸得着的反腐败规定。
河南纪委在元旦前夕采取的措施是符合中央精神的，也符合老百姓的愿望，但具体做法还需要商榷。
网友提出反腐成本、反腐是否违规等问题，也是公民意识提高的体现。
“纪委既要搞腐败监督，也要控制成本投入，这点是需要各级纪委思考的。”陈春龙说。
陈春龙认为，严格来说，纪委只能管党员，如果超出范围，就不太符合法律规范。但在实际操作中，纪委起的作用很大，很多干部不怕监察局，甚至不怕司法机关，就怕纪委。这也使得纪委在反腐中起绝对作用。
陈春龙分析说，目前现实情况是，党内有纪委、政府有监察部门，而通常是两个牌子一套人马合作办公。政府监察部门就是负责管行政机关公务员违法违纪行为，具有行政执法权力。所以说，这个公告如果是纪委联合监察局共同发布，也是有法律依据的。
